In response to requests from county and tribal partners, healthcare providers, license holders and others who need a clear picture of how long temporary, COVID-related program waivers and modifications will remain in effect as a result of the federal health emergency and state peacetime emergency, important data now appears at the Minnesota Department of Human Services website in a sortable grid and a filterable list.
The federal Centers for Medicare & Medicaid Services (CMS) approved DHS’ CADI Waiver amendment package, which includes Waiver Reimagine streamlined service changes, effective Jan. 11, 2021.
Lead agencies can now begin to authorize CADI service agreements with Waiver Reimagine streamlined services in MMIS.

SSIS seeking two to three local agencies to act as pilot counties for SSIS Version 21.1. The pilot period begins Jan. 27 and ends with statewide release on Feb. 24. Pilot agencies receive additional support during this testing period, including weekly pilot calls and priority assistance from the Help Desk.
Items to be included in this release:
- APS-Allegation Determinations Completed report: Per request from policy staff, the report can now generate results by specific allegation determination
- ICWA records now include a determination of “Pending Tribal determination.” If a determination from any known Tribe is recorded as pending, the Calculated ICWA Determination will remain "Yes, ICWA/MIFPA applies". The ICWA record may be finalized as long as all other requirements to finalize are met.
- ICWA Eligibility/Determination: Per changes for "Pending Tribal determination", the warning message text is update to display: "Court determination that ICWA applies” is answered “Yes, ICWA/MIFPA applies” and all “Tribal Determinations” are “No, ICWA/MIFPA does not apply” or at least one is pending or blank."
- New General Report “APS – Repeat Maltreatment” is added. This report allows the user to view Assessment workgroups where a determined Allegation appears more than once for an Alleged Victim.
- General Report “APS – Allegation Determinations Completed” was modified to allow the user to select the specific Determinations to be reported.
- Zip Code was added to all “Facility/Provider” fields in the Adult Maltreatment Report.

Since the return to fingerprint-based studies on Oct. 21, 2020, many applicants have been unable to complete studies due to limited access to fingerprinting sites, which are at 65% capacity statewide with permanent closures at some locations. As a result, DHS returned to emergency background studies and temporary modifications of certain statutory requirements. See the DHS announcement for more details.
Effective date and instructions
The changes were effective at 6:30 a.m. Thursday, Nov. 19, 2020. Instructions with the steps and information entities need to submit an emergency background study are available on NETStudy 2. Frequently asked questions about emergency background studies are also available on the background studies COVID-19 webpage.
The Family First and Prevention Services Act (FFPSA) requires that all staff working in a Title IV-E Group Children’s Residential Facility (CRF) receive fingerprint-based “Adam Walsh” background checks in order to meet Title IV-E child safety requirements.
To assist counties and initiative tribes with claiming Title IV-E reimbursements for these placements, we will periodically update the list of facilities that have met the background checks safety requirements.
