Many agencies are working on projects with third-party vendors for Electronic Data-Management Systems (EDMS) or other products related to querying SSIS data.
When starting on new projects, or for specific questions, agencies should first reach out to the SSIS help desk. All direct inquiries to MNIT or policy staff contacted will be directed to the Help Desk. We will work quickly to review, route, and respond to each inquiry.
As DHS/MNIT does not support third-party applications, we are not able to provide intensive support for coordination of work between agencies and third-party vendors. We will try to provide assistance where we can, however, third-party vendor questions are assigned a priority of “low”, below ensuring SSIS functionality, addressing SSIS enhancements/changes, and other critical issues.
Additionally, as many agencies are also experiencing, we have significant constraints with staffing availability at this time.
We advise agencies to always first reach out to the third-party vendor for direction before reaching out to the state.
Before your IT department makes any changes to the agencies county accounting system server (this includes firewall and password changes, as well as changing out the server itself), the agency’s IT department should email the SSIS Help Desk (dhs.ssishelp@state.mn.us) at least two weeks prior to planned changes, in order to coordinate any needed updates for the fiscal interfaces.
The fiscal interfaces are used for payment batches as well as vendor import. If there is no communication between SSIS and the county accounting system, payment batches and vendors will not be updated.
This notification information should also be used for any changes made to the OpenLink server.
“Reestablishment of parental rights” is a legal permanency disposition under Minnesota Statutes, section 260C.329, that reestablishes a previously terminated parent’s rights to a child under guardianship of the commissioner. It should only be used in SSIS when this situation has occurred. “Reestablishment of parental rights” must not be used when a parent’s termination of parental rights is reversed or vacated, when a previously terminated parent has adopted their child, or when a noncustodial parent takes custody of a child. It is very important to use this correctly in SSIS so that our data is accurate.

Effective October 21, 2020, Child welfare agency staff should return to pre-pandemic background study requirements, as necessary, for Title IV-E claiming eligibility.

The Family First and Prevention Services Act (FFPSA) requires that all staff working in a Title IV-E Group Children’s Residential Facility (CRF) receive fingerprint-based “Adam Walsh” background checks in order to meet Title IV-E child safety requirements.
To assist counties and initiative tribes with claiming Title IV-E reimbursements for these placements, we will periodically update the list of facilities that have met the background checks safety requirements.
