The Behavioral Health Division (BHD) of DHS is pleased to announce the Alternatives to Face to Face Service Delivery training for Targeted Case Management (TCM) providers.
This WebEx training provides implementation guidance for Child Welfare and Mental Health Targeted Case Managers and social service case workers to serve individuals safely via telephone and/or videoconferencing in lieu of a face to face contact.
DHS Child Safety and Permanency and the Behavioral Health Divisions developed the training to assist social services professionals to assess and address individual and family safety during service delivery. The training provides guidance to conduct meaningful meetings via telephone and/or teleconferencing.

- Thursday, Nov. 19, 2020 from 10-11 a.m.
- Thursday, Dec. 17, 2020 from 10-11 a.m.
- Thursday, Jan. 21, 2021 from 10-11 a.m.

The Child Safety and Permanency Division, Indian Child Welfare Unit has published a new brochure titled What you need to know about the Indian Child Welfare Act and the Minnesota Indian Family Preservation Act. This document presents an overview of ICWA and MIFPA provisions and responsibilities. It can be presented to parents and families during their involvement with county social services.
SSIS data entry tutorials and presentations related to the six major provisions for ICWA and MIFPA are available on the SSIS Resource Page in County Link.
FAQ
Q: Should the agency still be using the “Qualifies under ICWA” indicators on the Person Screen in SSIS?
A: Yes, the “Qualifies under ICWA” section is still tied to some fiscal and worker reports. Workers will continue to indicate “Yes” when the agency knows or has reason to know ICWA applies. Workers will indicate “No” when the tribe(s) have confirmed that the child is not a member or eligible for membership (and “No” if they have no reasons to think it might apply).
Note**The “Qualifies under ICWA” section of the person screen should be filled out after the completion of the ICWA/Eligibility Determination and should match the calculated ICWA determination.

Effective October 21, 2020, Child welfare agency staff should return to pre-pandemic background study requirements, as necessary, for Title IV-E claiming eligibility.

The Family First and Prevention Services Act (FFPSA) requires that all staff working in a Title IV-E Group Children’s Residential Facility (CRF) receive fingerprint-based “Adam Walsh” background checks in order to meet Title IV-E child safety requirements.
To assist counties and initiative tribes with claiming Title IV-E reimbursements for these placements, we will periodically update the list of facilities that have met the background checks safety requirements.
