SSIS seeking two to three local agencies to act as pilot counties for SSIS Version 20.4. The pilot period begins on Oct. 28 and ends with statewide release on Nov. 30. Pilot agencies receive additional support during this testing period, including weekly pilot calls and priority assistance from the Help Desk.
Items being included in this release are:
- Sibling information on the Continuous Placement. The purpose of the Siblings tab is to verify and ensure all siblings are entered, and the data displayed is correct.
- A fix is implemented for the errors on the Removal/Adoption/TPLPC History screen. The errors would prevent users from entering the “Date of the most recent finalized adoption (prior to the continuous placement)” and/or the "Date of the most recent TPLPC/transfer of custody order through juvenile/family court for this child (prior to the current continuous placement)" if the child’s most recent continuous placement was already ended/discharged at the time the screen was being filled out.
- Adding 2 new data cleanup messages related to Pregnant/Parenting Youth records, to ensure a record is entered or reviewed timely for AFCARS reporting purposes:
- A Pregnant/Parenting Youth screen with a Last Reviewed Date in the last 6 months is required by AFCARS for clients aged 10 years and older in Continuous Placements with a Start Date on or after 12/01/2020 that are either currently open, or have closed within the last 370 days and were open for 30 days or longer.
- A Relationship record exists for a youth in a qualifying Continuous Placement who is the birth parent in a parent/child relationship, and the child was born before or during the Continuous Placement Dates. However, the youth does not have a Pregnant/Parenting Youth screen that indicates they have fathered or bore a child. Please review both their Relationships and Pregnant/Parenting Youth screens for accuracy. A qualifying Continuous Placement has a start date on or after 12/01/2020, and is either currently open, or was closed within the last 370 days and was open for 30 days or longer.
- The APS Notice of Findings for Victims of Self-neglect 3 years. This notice will no longer display the rights and appeals for when an investigation is not possible.

Please send this document to out-of-state children's residential facilities (CRF) where you have placed a child. This document is used to verify that the required FFPSA criminal records checks have been completed for all staff working in the facility where the child is placed. This form must be child-specific and kept in the case file of the child for which you are seeking federal Title IV-E reimbursement. This documentation is required for federal Title IV-E Foster care Eligibility Reviews. It also helps you claim Title IV-E funding appropriately for each child’s placement. SSIS mentors are the main point of contact for agency users when guidance is needed with SSIS related issues. Mentors also act as the liaison between agency users and DHS. Mentors can assist with resetting passwords and reopening closed work groups. When additional assistance with SSIS is needed, mentors, coordinators and agency supervisors should contact the SSIS Help Desk. Please note the SSIS Help Desk is limited to taking calls and emails from SSIS mentors, coordinators and agency supervisors. All others will be referred back to their agency mentors and coordinators for assistance.
A technical issue has been discovered with the PDF copy of the Adult Maltreatment Report (AMR), which counties began receiving in SSIS Version 20.3. Due to the technical issue, counties will no longer receive a PDF copy of the AMR beginning on October 1, 2020. For questions, contact your APRS at dhs.adultprotection@state.mn.us.

The SSIS Help Desk will not reset MAPCY's to draft unless the following conditions are met:
- There are no payments, service arrangements or eligibility documents that are linked to the MAPCY.
- There is no alternative available. Often, the problem associated with an approved MAPCY can be overcome by Revising a MAPCY or Copying the incorrect MAPCY and making corrections in the Copy.
- If you are unsure if there is a viable alternative, or are unsure how to use the Revise MAPCY or Copy MAPCY functions in SSIS, check with the SSIS Help Desk.
The Family First and Prevention Services Act (FFPSA) requires that all staff working in a Title IV-E Group Children’s Residential Facility (CRF) receive fingerprint-based “Adam Walsh” background checks in order to meet Title IV-E child safety requirements.
To assist counties and initiative tribes with claiming Title IV-E reimbursements for these placements, we will periodically update the list of facilities that have met the background checks safety requirements.
