The Minnesota Department of Corrections (“DOC” or “State”) is requesting proposals from non-DOC affiliated providers for counseling/psychotherapy services, pursuant to the DOC’s Prison Rape Elimination Act (PREA) Policy 202.057. These services will be offered specifically to offenders who may have been sexually victimized by DOC staff persons, contractors, or volunteers, and whose cases have been substantiated. Policy 202.057 requires that the victims of such cases be offered counseling services and states that these services may be offered by non-DOC counselors.
An independent mental health license (e.g., LP, LICSW, LMFT, or LPCC) is required. Providers will have experience working with sexual assault victims, as well as with incarcerated or jailed offenders, is preferred.
This solicitation may result in multiple contracts with qualified responders to provide counseling/psychotherapy services at multiple DOC Minnesota Correctional Facilities.

- Go to MN’s Swift Portal (No registration required to view the RFP; however to submit a proposal, the potential vendor needs to register in SWIFT. In order to register, please click on “Register for an Account” and follow the steps.)
- Click on “Bidding Opportunities”.
- Either Scroll down this page and click on the Event Name “DOC HS RFP PREA Counseling Services” or Click the Filter icon under “Bidding Event Information” and type in the full Event ID 2000011132.
- Once inside this event, please click on “View Bid Package” to access the RFP.
