DHS asks stakeholders about their availability to engage in Waiver Reimagine project
The Department of Human Services is considering how best to move forward with previously planned work, including Waiver Reimagine, during the COVID-19 peacetime emergency. As you may know, one of the priorities of DHS’ Disability Services Division has been to accomplish the goals of the Waiver Reimagine project. Stakeholder engagement is a very important part of Waiver Reimagine. We know, however, that the COVID-19 peacetime emergency has affected stakeholders’ time, availability and interest to engage in a variety of ways.
Survey
To help us plan for future engagement with Waiver Reimagine, please complete this short, five-minute survey about your current and anticipated availability. We will use the results to help us plan what happens next with the project. Please complete the survey by Thursday, June 18.
Waiver Reimagine
In 2019, the Minnesota Legislature authorized DHS to make system-level improvements to Minnesota’s disability waiver programs. The Waiver Reimagine project will accomplish the following:
- Ensure equal access and benefits across disability waiver programs. The programs will be responsive to a person’s needs, circumstances and preferences.
- Align benefits across waiver programs for people with disabilities, including consistent limits and allowable services
- Provide flexible and predictable benefit changes that recognize life changes and an increased use of technology
- Allow simplified administration that make waivers easier to understand for people who receive services, county and tribal administrators and service providers.

- The Community-Based Services Manual (CBSM) is our primary way to communicate DHS and DSD policy to providers and lead agencies. We are updating the CBSM homepage and appending notes to policy pages affected by temporary waiver and policy changes.
- The Temporary waivers and program modifications page is a complete list of emergency temporary changes to administrative and regulatory requirements for food assistance, home care, public health care and other state programs in response to the pandemic.
- We are using official DHS bulletins to share operational guidance for many of these modifications.
