The current Peacetime Emergency has brought on many changes regarding how time and activities are entered in SSIS. As agencies resume normal business practices, remember that normal reporting practices will follow. However, many waivers are still in effect, including “Allowing phone or video use for targeted case management visits.”
At this time, if caseworkers make physical face-to-face contact with a client, the contact has not been modified by the waiver. The sub-service code ’87-COVID-19, Related” should be used only when telephone or video-conferencing is used in lieu of face-to-face due to COVID-19.
Counties are reminded that they can request reimbursement for out-of-state placements in children’s residential facilities (CRF), retroactive five quarters. County workers should request that the facility complete this form which affirms compliance during the date the child was in residence. The county worker should then keep the form in the child’s file. The form does not need to be forwarded to the department.
Please send this form to out-of-state children's residential facilities where you have placed a child. This document is used to verify that the required FFPSA criminal records checks have been completed for all staff working in the facility where the child is placed. This form must be child-specific and kept in the case file of the child for which you are seeking federal Title IV-E reimbursement. This documentation is required for federal Title IV-E Foster care Eligibility Reviews. It also helps you claim Title IV-E funding appropriately for each child’s placement. DHS is seeking 2-3 volunteer agencies to pilot the upcoming SSIS V20.3 release. The pilot period is July 29 through August 25. Pilot agencies receive additional support during this testing period, including weekly pilot calls and priority assistance from the Help Desk. Items to be included in the release will be posted as soon as they are identified.

We highly appreciate the efforts of the V20.2 pilot agencies, including Freeborn County and Sherburne County. They volunteered in the midst of the COVID-19 pandemic that is taking so many agency resources. We are extremely grateful for their efforts!
Several recently added or updated context help links were broken in the SSIS V20.2 release. The broken links are located on the revised SEY/STY screen and on the Continuous Placement Permanency Plans tab. Clicking on the broken links opens the help file to the “About this Help File” page. Our MNIT/technical partners are looking to make sure this is the extent of the issue. Fixes for this issue are anticipated to be part of the SSIS V20.3 release. For now, we suggest the following work-arounds:
- Sexually Exploited Youth/Sex Trafficked Youth screen: Click here for SEY/STY help text details.
- Continuous Placement/Permanency Plans tab: Access help text from the link on the “Permanency Plan” field. It contains the help text for the entire screen.
Final versions of SSIS V20.2 release notes have been posted to the SSIS Release Information Page on CountyLink. Use the final versions to review all information related to the release. The preliminary release notes posted prior to release day are intended for pilot agencies to give an initial look at what was coming in the statewide release.
