The Minnesota Department of Human Services, through its Behavioral Health Division (State), is seeking Proposals from qualified Responders to (1) to improve access to and the quality of community-based, outpatient mental health services and (2) reduce the number of clients admitted to, and (3) expedite discharge from Anoka Metro Regional Treatment Center (AMRTC) and Community Behavioral Health Hospitals (CBHHs).
- Qualified responders include counties, tribes, mental health service providers, hospitals, or community partnerships throughout Minnesota.

- Proposals must be submitted by 2:00 p.m. Central Time on Tuesday, May 19, 2020.
The objective of this RFP is to contract with a qualified Responder(s) to perform the tasks and services set forth in this RFP. The term of any resulting contract is anticipated to be for two State fiscal years, from 07/1/2020 until 6/30/2022. Total Funding allocation available for the two (2) year appropriation is $2,000,000. The total annual grant allocation will be $1,000,000 per fiscal year for each of the two years. $1,000,000 will be awarded to qualified grantees covering rural Minnesota and $1,000,000 will be awarded to qualified grantees covering metro Minnesota.
Note: For the purposes of this grant, a metropolitan area is defined as: the area over which the Metropolitan Council has jurisdiction, including only the counties of Anoka; Carver; Dakota excluding the cities of Northfield and Cannon Falls; Hennepin excluding the cities of Hanover and Rockford; Ramsey; Scott excluding the city of New Prague; and Washington.
