RFP Information

DHS is seeking proposals from qualified responders to provide treatment and recovery throughout the continuum of care for pregnant and post-partum women with substance use disorders. The RFP bidders conference is today from 2:30-4:30.  You can join the bidders conference by Webex.

DHS, through its Behavioral Health Division, is seeking Proposals from qualified Responders to establish and maintain a comprehensive, trauma-informed residential treatment service delivery system that addresses the barriers to treatment and recovery throughout the continuum of care for pregnant and post-partum women with substance use disorders, including their children / families.

Treatment data reveals that women are beginning to outpace men in treatment admissions for those two substances.  In fact, from just a three year period (2015 to 2018) the percent of women being admitted to treatment for methamphetamines rose from 20.9% to 30.1% versus 8.9% to 20.7% among men in the same age category (Minnesota Department of Human Services, DAANES, 2019).  In addition, treatment admissions for methamphetamines has increased steadily among women of child-bearing age (18-44) over the last three years.  In fact, female admissions for methamphetamine increased across all age groups, except for those younger than 18 years of age.

The Behavioral Health Division will fund at least two (2) providers: one (1) urban treatment provider and one (1) rural treatment provider, with at least one being a culturally-specific provider and capable of meeting the outlined expectations of the state. The term of any resulting contract is anticipated to be for at least four (4) years, from January 1, 2020 until September 29, 2023.
