A resource: Fetal alcohol spectrum disorders

The American Academy of Pediatrics developed the Fetal Alcohol Spectrum Disorders (FASD) Toolkit to raise awareness, promote screening and ensure that all affected children receive appropriate and timely interventions. Announcements

Removing MnCHOICES Assessment link from SSIS

On Feb. 1, the MnCHOICES team sent an email notifying mentors and users about an issue with launching MnCHOICES Assessment (MnA) from SSIS and using the ampersand (&) in passwords between MnA and SSIS. Using the ampersand in passwords in this situation caused an error message and the user was not able to log in to MnA. In that email, we noted that we would look into removing the MnA link from SSIS and notify you when we made the decision.

The MnCHOICES team and the SSIS team have confirmed that they will remove the MnA link from SSIS in the 19.2 statewide SSIS release. Details of the removal:

  • Dates: May 28 or 29 (half of the lead agencies on each day)
  • This release will remove the MnA link from SSIS. Users will not be able to access MnA from SSIS after May 29.
  • Assessors and intake workers will only be able to access MnA through the MnA URL after May 29.
  • Lead agencies must inform assessors and intake workers of this change.
  • The removal of the MnA link from SSIS does not remove MnA connection to SSIS.
  • Lead agencies still need to use SSIS to get user IDs and passwords to validate users logging in to MnA.

If users have questions about this change, lead agencies should submit those questions to the MnCHOICES help desk using the DHS-6979 form.

Elderly Wavier (EW) residential services (RS) tool and MnCHOICES Support Plan (MnSP)

The MnCHOICES team and Aging and Adult Services are working to incorporate the EW RS Tool into MnSP. The integration allows a clean, user-friendly interface and streamlines the process for DHS approval of fee-for-service authorizations. The change also creates several other efficiencies:

  • Lead agencies will no longer manually submit the RS Tool, which saves lead agency staff resources.
  • Tools will not be submitted with errors, necessitating resubmission of corrected tools.
  • We’ll no longer need to send missing tool reports to lead agencies.
  • Addressing the incompatibility of the RS Tool with Windows 10 will assure the application is working properly, decreasing work for assessors.

Extension of Money Follows the Person Demonstration – Moving Home Minnesota

The Moving Home Minnesota program began accepting new applicants on March 1, 2019. For more information, see the full announcement at Extension of Money Follows the Person Demonstration – Moving Home Minnesota.

DHS completes Round 3 of HCBS lead agency reviews

The lead agency review team completed its third round of site visits with 90 lead agencies (87 counties and three tribal nations). Read the full announcement at DHS completes Round 3 of HCBS lead agency reviews.


Updates

Instructions to implement the CDCS enhanced budget and extended PCA enhanced rate

The Centers for Medicare & Medicaid Services (CMS) approved DHS’s waiver amendments to implement:

  • Consumer directed community supports (CDCS) enhanced budget
  • Extended personal care assistance (PCA) enhanced rate.

Reminders

Update Person button clarification

The MnCHOICES help desk is receiving feedback about changes made to the Update Person button in a recent release to the MnCHOICES Assessment (MnA). Users are requesting the Update Person button be restored to the way it was before the release.

The MnCHOICES team would like to provide clarification about the changes to MnA and the Update Person button.

In previous years, the Update Person button was used to perform a “refresh” to MnA for issues such as demographic information not displaying or question counts not showing properly. However, with the work that has been done on MnA over the last few years, this “refresh” function is now unnecessary and does not provide the same results it did before.

If users experience issues in MnA, we ask that they report those issues to the MnCHOICES help desk. It is not necessary to click the Update Person button to “refresh” MnA because it does not provide any correction to the issues.

The new functionality of the button is to save any changes the user made in the Person and Activities screen. If the user makes changes, clicking the button saves the information. If the user made no changes, the user receives a message stating, “No Data Changes to Save.”

MnA and MnSP known issues documents

The MnCHOICES team has updated the known issues documents. All users should check these documents on the MnCHOICES CountyLink Help desk page when having issues in the applications before they call the help desk:

Assessments required regardless of Medical Assistance eligibility

A MnCHOICES assessment and community support plan (CSP) (DHS-6791B) are designed to help people make decisions about services and supports that reflect their needs and preferences. Providing assessment and support planning:

  • Ensures people are aware of available home and community-based service (HCBS) options
  • Prevents or delays placement of people in long-term care facilities
  • Provides options to people so they can make informed decisions about where they want to live and how they can receive needed community supports.

Anyone may request and is entitled to receive an assessment and CSP regardless of age or eligibility for Minnesota Health Care Programs (MHCP). The assessment must be completed no later than 20 calendar days from the date the person agrees to the assessment. Assessors must complete the CSP and provide it to the person no later than 40 calendar days after the assessment.
