MnCHOICES Assessment 2.0 update

Our work on MnCHOICES Assessment 2.0 is well underway after we took into consideration feedback we received from MnCHOICES Assessment 2.0 surveys and the lead agency planning team. Thank you for your partnership and feedback as we continue the work on MnCHOICES Assessment 2.0. MnCHOICES Assessment/SSIS password issue

The MnCHOICES team discovered an issue with using an ampersand (&) in a password when launching into MnA from SSIS. Users are not able to log in to MnA from SSIS if they use an ampersand in their passwords. They will receive an error message and will not be able to log-in. Users should not use an ampersand in their passwords.

Error message you get when using an ampersand in your password

Issue details:

  • The SSIS system allows an ampersand (&) when creating or changing a password
  • When users launch MnA from SSIS and the password contains an ampersand, an error message displays after the application performs the automatic attempt to log in
  • The login communication between MnA and SSIS is not compatible when using the ampersand in the password
  • The ampersand causes a break in the password and omits all characters after the ampersand making MnA think it is an incorrect password when connecting through SSIS
  • After three failed attempts of launching MnA from SSIS with the automatic attempt to log in, the user will be locked out
  • Users should not use the ampersand (&) when creating/changing passwords in SSIS until further notice
  • Users will not experience data loss due to this issue
  • Offline mode will not be affected by this issue
  • If users launch the application directly from the MnA URL, they will not experience this issue.

The MnCHOICES Assessment link will be removed from SSIS in the next SSIS release on May 28 and 29.


Updates

Housing support supplemental services and PCA/waiver overlap

In June 2018, DHS announced that certain people receive both housing support supplemental services and either PCA or waiver services. Remember that it is important to check MMIS before the reassessment or ask the person at the reassessment to make sure you are aware of any housing support supplemental services and PCA/waiver overlap. Make sure you discuss this with the person.

DHS will allow a temporary override of the 874 edit to reduce service disruption for people who receive both housing support supplemental services and PCA or waiver services. The goal of this temporary override is to allow people to determine which service is the best fit and how to fill the gap that might result from closing one of the services.

Managed-care organizations (MCOs) should not make changes to authorizations for people who receive both housing support supplemental services and PCA or waiver services. This transition period allows people time to discuss options for the right services and housing for their situations.

MCOs should be aware that in the future, seniors will have to choose to receive either the housing support supplemental services, PCA or waiver services. DHS is developing a report that will be provided to MCOs on a regular basis to notify them of the people who are receiving housing support supplemental services. DHS will provide more information and instruction about this report at a later date.


Reminders

MnSP goals tab comment box best practice

As a best practice, users should not copy and paste tables from Word into narrative boxes in the MnCHOICES Support Plan. This can lead to errors within the application.

Certified assessor training

After completing the initial training, each certified assessor must complete, record and document at least 45 continuous learning units (CLUs) every three years. Twelve of those CLUs must relate to person-centered practice. Certified assessors must record their CLUs, generate new certificates and have their supervisors sign them. This will start the next three-year certification period.

DHS recently updated the MnCHOICES Certified Assessor Training (MnCAT) instructions and checklists for lead agencies and qualified candidates. Visit the Training and Webinars page on MnCHOICES CountyLink to view these updates.

Documents needed for CSP and CSSP

In 2006, DHS began reviewing lead agencies who administer home and community-based services (HCBS) waiver programs. The lead agency review (LAR) team has completed three full rounds and reviews all five Medicaid waiver programs and the Alternative Care program in each lead agency. To help lead agencies get a better understanding of what should be included in community support plans (CSPs) and coordinated services and support plans (CSSPs), the LAR team posts a list of items that are reviewed during their case file review. The Case File Review Protocol (PDF) can be found by visiting the HCBS lead agency review page and clicking the Protocols and Review Elements button.

You can also find examples of CSPs and CSSPs for Community Access for Disability Inclusion (CADI) and Developmental Disabilities (DD) Waivers on the MnCHOICES Support Plan page on MnCHOICES CountyLink. These plans were examples gathered from lead agencies and identified as reflecting best practices in person-centered support planning. They were modified to protect privacy and to fit into the MnCHOICES Support Plan application.

Remember to recommend relocation service coordination

Relocation service coordination (RSC) is a group of activities coordinated and designed to help a person who lives in an eligible institution to gain access to needed medical, social, educational, financial, housing and other services and supports that are necessary to move from an eligible institution to the community. PolicyQuest: Did you know?

PolicyQuest is an online, searchable question-and-answer library. PolicyQuest is available to lead agency staff and the public who have questions about home and community-based services, programs and waivers administered by the Aging and Adult Services and Disability Services divisions. Visit the PolicyQuest Community-Based Services Manual (CBSM) page for details on how to submit a question and where to find answers to previously asked questions.

Updated Known Issues documents

The MnCHOICES Assessment and Support Plan Known Issues documents are updated on a continuous basis. Make sure to check back often and look for the NEW and update date to find the most recent additions. You can find the Known Issues documents on the MnCHOICES CountyLink Help Desk page.

Navigating TrainLink: Tips and tricks

Self-reporting instructions: When you take a course that is not in TrainLink, you can self-report the course to add it to your TrainLink transcript. To add a course, follow the Instructions for self-reporting learning activities in TrainLink on MnCHOICES CountyLink.

Registration, searching classes and courses and navigating TrainLink: Registering for a class/course, searching for classes and courses and navigating within TrainLink can be tricky. Visit the TrainLink Frequently Asked Questions page for more information.

Finding delivery method: If you have registered for a WebEx class and can’t find your confirmation email with instructions for how to enter the class on the day of the training, log into TrainLink, click on My Transcript, find the course, click the select button and look for the link that says Delivery Method/Handouts. When you click on that link, it will open a box that gives the details of how to enter the training.
