Stakeholder feedback requested by July 27: Policy Recommendations and Potential Bill Language for Consideration

On July 12, the Behavioral Health Division (Alcohol and Drug Abuse section), rolled out it's 2018 stakeholder engagement plan to host a series of WebEx sessions to obtain input on policy recommendations from Minnesota’s Plan for the Prevention, Treatment and Recovery of Addiction. E-memo #18-120

The Stakeholder Engagement WebExs are intended to obtain stakeholder input from a broad audience.  Participants can join the WebExs based on availability and there is not an expectation that the same participants will be at each WebEx.

Clinical, Primary Prevention, and Problem Gambling sub-workgroups will be led by Behavioral Health Division staff and participation is open to WebEx registrants. Various WebExs pertaining to particular stakeholder engagement topics will be held at different times to encourage participation.

We are requesting initial feedback by July 27, to inform our early planning.  However, this email will be available ongoing to provide feedback.

Is there potential draft bill language for these policies that is being considered that we can view?

  1. Rule 25 Workforce Preservation and Comprehensive Assessment Language (draft for discussion only) (PDF) 

After July 1, 2020, Rule 25 assessments will no longer be administered. Many current Rule 25 Assessors already meet the qualifications for completing a comprehensive assessment, although many do not.  If enacted, this proposal will allow certain Rule 25 assessors the ability to provide comprehensive assessments effective immediately and until June 30, 2020, and if the individual completes required coursework by June 30, 2020, they are exempt from the internship requirements when working for a county, MCO or tribe doing comprehensive assessments July 1, 2020 and beyond.  However, an individual would need to complete the internship requirement prior to providing any other substance use disorder service in any other setting. 

      2. OTP Program Enhancements (draft for discussion only) (PDF)

Quality improvements to Opioid Treatment Programs.  The proposal incorporates federal regulations, which allows the state to enforce non-compliance directly without waiting for federal intervention; increases drug screens; streamlines identification requirements for program participants; decreases maximum caseload size; increases utilization of prescription monitoring program, enhances oversight for take-home doses; adds increased oversight for possible diversion events.

     3. OTP Unbundle Bill Language (draft for discussion only) (PDF)

Unbundling OTP payments bill language.  The basic per diem would include the cost of the minimum treatment hours, but permit billing for individual and group sessions provided in excess of that amount. The bill would also align the language of minimum treatment service requirements with billing code requirements, but this does not increase or decrease minimum hour requirements.

    4. Small Policy Changes to 245G and Technical fixes with Bill Language (draft for discussion only) (PDF)

Various technical fixes related to citations, tweaks, and changing wording to align with CMS approval, etc.
