Changes to Long-Term Care (LTC) Screening Document to Support Medicare Beneficiary Identifier (MBI)

Changes to Medicare Cards

Medicare is removing Social Security numbers from Medicare cards to prevent fraud, fight identity theft and keep taxpayer dollars safe. A new Medicare Beneficiary Identifier (MBI) will replace the SSN-based health insurance claim number (HICN) on the new Medicare cards. This is a random number that does not identify the person. Minnesotans who have Medicare will be mailed the new card sometime after June 2018 and before April 30, 2019. The new card has a Medicare number that is unique to the Medicare recipient instead of the recipient’s Social Security number. This change only affects the Medicare ID number; Medicare coverage and benefits will stay the same. Changes to the LTC Screening Document DHS-3427 and MMIS ALT6 Screen

The LTC screening document collects Medicare information for persons eligible for the Alternative Care and Essential Community Supports programs. The fields are shown in Section H of the paper form, and entered into the fields on the MMIS ALT6 screen. Changes made to these fields in MMIS allow either the current Medicare number with the HICN, or the new MBI number when assigned to the person. Either the Medicare HICN or MBI number may be used in the field through December 30, 2019. If the HICN number is added to the field and there is a MBI number listed in MMIS, the Medicare ID field will automatically change to the MBI number. No action is needed for this change.

MMIS Editing

Edit 389 – Medicare Data Not Updated. If a financial worker added the Medicare ID and periods on the RMCR screen, then the information added to the screening document fields will not override the RMCR screen data. 

Edit 739 – Medicare/MBI ID # Missing or Invalid. Edit will post if the:

  • Medicare Eligible field = N, and the ID and/or spans are entered
  • HICN or MBI number is not correct. Remember not to use dashes or slashes with the number.

Edit 479 – Medicare Eligible Field is Missing or Invalid

  • Medicare Eligible field = Y, and the ID and spans are not entered
  • Medicare/MBI Part A or Part B spans have invalid dates

When Part A and/or B spans are entered but the ID number is not entered, the Medicare/MBI ID field will turn red.
