CONNECT 700: Ganiful Employment for Individuals with Disabilites

Connect 700 is an alternative path to gainful employment for individuals with disabilities that may experience barriers in competitive hiring processes. The Connect 700 program allows individuals with certain disabilities the opportunity to perform work on the job to demonstrate their qualifications in a pre-probationary status. This trial-work opportunity will be provided as an alternative to the traditional, competitive process. The pre-probationary program allows hiring managers up to 700 hours to assess a candidate’s ability to perform work on the job with or without accommodations.

WHAT ARE THE BENEFITS OF CONNECT 700?

  • Improve the State’s workforce representation of people with disabilities.
  • Reduce the unemployment and underemployment rates of people with disabilities in Minnesota.
  •  Provides hiring managers access to an underutilized talent pool.
  •  Accelerates the hiring process for both hiring managers and job seekers.
  •  Gives managers a longer timeframe to assess candidates and make better informed hiring decisions.
  • On-the-job demonstration programs traditionally have low turnover rates.

 WHO IS ELIGIBLE?

Individuals who seek employment with the State of Minnesota, whom:

  • Meet the minimum qualifications for the position;
  • Have a disability that may inhibit them from demonstrating their skills and abilities in standard competitive  hiring processes;
  • Apply to job opportunities with the State and submit a Connect 700 Proof of Eligibility Certificate prior to a job posting close date.

WHAT IS THE PROCESS?

  1. Visit https://mn.gov/mmb/careers/diverse-workforce/people-with-disabilities/connect700 to print a copy of the Application for Eligibility Form. Complete the first page and have an authorizing professional complete the second page. Send the completed form to careers@state.mn.us.
  2. After Applications for Eligibility are reviewed, Certificates of Eligibility are sent to individuals approved to participate in the Connect 700 program via email and postal service.
  3. Apply to Connect 700 eligible positions with the State of Minnesota by visiting mn.gov/careers. Applications must demonstrate how minimum qualifications are met.
  4. Submit the Certificate of Eligibility to the contact listed on the job posting before the close date.
  5. Hiring supervisors may offer a non-competitive interview to Connect 700 candidates who meet the minimum qualifications prior to reviewing all applicants in the competitive pool.
  6. After a non-competitive interview, hiring managers may make a pre-probationary job offer to observe the individual’s performance in an on-the-job-demonstration.
  7. If an individual demonstrates satisfactory job performance before completing the 700 hour timeframe, a regular job offer may be made outside of the Connect 700 program.
