Project information

As of January 16, there are 115 projects within the ISDS portfolio, with 53 active projects and 62 projects in queue or on hold. The ISDS project list includes both Advanced Planning Document (APD) projects (enhanced federal funding) and non-APD (not enhanced federal funding) projects. SMRT and METS alignment and Integrated Services Discovery work update

On November 30, 2017, the Strategic Alignment Team (SALT) made the decision to delay the implementation of the alignment of the SMRT and METS instances of Cúram. This decision was made based on a number of items that were identified during the project that require further analysis.

Since that time, both the ISDS and METS PMTs have authorized work on discovery efforts to develop a better understanding and assess the appropriate approach for addressing the items identified during the SMRT and METS instance alignment project. These discovery efforts will be referred to as the Integrated Services Discovery work.

We currently know that the Integrated Services Discovery work will have implications on the efforts to align the SMRT and METS instances. It is also likely that this discovery work and resulting projects may have impacts on other projects currently underway in the METS, MMIS and ISDS portfolios (Appeals, Triage and Referral and Licensing). With the exception of some system performance improvement work, the Cúram Instance Alignment (CIA) for SMRT project will be on hold until the Integrated Services Discovery work is complete. The Appeals, Triage and Referral and Licensing projects will continue, and efforts will be made to identify a.s.a.p. any dependencies the Integrated Services Discovery work has on these projects.  

Jeff Jorgenson, Lisa Koenig, Rachel Peterson and Deb Tibstra have agreed to serve as executive sponsors for the Integrated Services Discovery work. Chuck Hill will serve as the Project Manager. As the discovery work takes shape, efforts will be made to identify the appropriate people to participate in the work. This may include both current CIA for SMRT project team members as well as other expertise necessary to successfully complete the discovery work.  

As more information becomes available it will be developed and routed through project governance channels.

We would like to thank the CIA for SMRT project team for their efforts to date. It is very important to our success that these items were identified and that we are taking steps to both understand and address them.


ISDS accomplishments

The following information was reported to the Centers for Medicare and Medicaid Services (CMS) on Jan. 10:

  • The Identity and Access Management (IAM) team ran ApplyMN and Minnesota Information Transfer System (MN-ITS) coexistence Proof of Concept in the acceptance test environment (ATST). They are also continuing work on Appeals discovery, use case review and requirements gathering for Business Objects/SMRT ISDS.
  • For MnCHOICES 1.0 the team has completed database cleanup and two of four required long term care (LTC) and developmental disability (DD) screening iLog changes in the development environment. For MnCHOICES 2.0 they are re-estimating the plan by completing a work breakdown structure (WBS) and updating the Epics and stories to try and bring in the schedules. (Epics are high level business area/individual pieces of project work that must be divided into smaller units to be developed and completed. Epics are mostly business area-focused, with some also having a technical focus.) They are also working on prototypes for person demographics and referrals, documenting Activities/Take Action requirements, confirming Queues requirements and posting test cases for Search. For the MnCHOICES Support Plan the team is providing support for users in production. Development continues for the 18.1 release and 17.4 release code was deployed in all environments. The team is also over 50% complete on test cases for printing enhancements.
  • The Triage and Referral team successfully completed user acceptance testing (UAT) on Dec. 28. They deployed the Geocoding mapping service adapter as part of the 17.4 METS release in production on Jan. 8 and are preparing requirements for the scope of release 18.2.1, which includes the provider database upload and services definitions. The team is also working with project sponsor and governance teams to determine business ownership in production.
  • The Data Management team is waiting on county responses to a survey to detail needs around electronic forms for the Adobe Experience Manager (AEM) project. Also, web services for the exchange of information between AEM and NetStudy2 is working, and they are developing correspondence for two pilots: Office of Inspector General (OIG) and Behavioral Health Home (BHH). For BI the team has received master key for Tableau and is finalizing the scope for county access to the BI platform using SSIS. For Data Sharing the team is finalizing the template for address standards. Geocoding and basemapping is continuing quality assurance (QA) testing and documenting any open defects. Also, the project schedule is being finalized for the address verification tool. Enterprise Service Bus (ESB) resumes IBM MQ Advanced Message Security (AMS) testing and resolving issues. They are closing out the initial phase, documenting lessons learned and gathering requirements for the next phase.
  • The Appeals team reports that all functional specification documents are planned to be signed off by the end of January. Development is beginning and Sprint 1 is almost complete. They are also working with IBM and the IAM team to determine needs for the citizen portal.
  • The Cúram Instance Alignment (CIA) team is working on level of effort estimates from business architects and developers for a revised schedule. They've identified ten discovery initiatives to be prioritized by business and determine the best place to address work. The team is also working on FileNet Adapter needs.
  • The Infrastructure Environments and Integration (IEI) team is working on the following for Continuous Delivery - DOORS Next Generation (DNG) pilot and planning workshops to detail the process. For Rational Team Concert (RTC) the team is conducting training and implementations for AEM and continuing training for project managers across the business area and some cleanup in METS.
  • The State Medical Review Team (SMRT) is prioritizing a small number of defects on the SMRT instance of Cúram. They are also researching using secure file transfer protocol (SFTP) for providers to upload medical records for SMRT as a potential alternative to the provider portal solution.
  • The Incident Reporting team continues work on requirements gathering and ramping up the project team.
  • The Licensing team is finalizing requirements and revising the project schedule with changes in provider portal development. The portal needs IAM integration and the team is working on the parameters for getting the integration scheduled. The team is also defining organizational structure to define roles in Cúram and analyzing data tables.
