Substance Use Disorder Reform Proposal Forum

SUD Reform Proposal included in Governor's Budget

We are pleased to report that the substance use disorder (SUD) reform proposal made it into the governor’s budget!  On February 17th, we would like to invite you to participate in a stakeholder engagement discussion about the proposal.

The forum and webinar are from 2-4 p.m., in rooms 2370 and 2380, at the Elmer Andersen Building, 540 Cedar Street, St. Paul, MN 55101.  Registration is requested for in-person participation.  RSVP information is below.

This budget proposal was the result of years of work with our partners and providers. We were able to develop a budget proposal that seeks to transform the service continuum from an acute episodic model to a chronic and longitudinal model.  The person centered changes will seek to provide the right level of service at the right time and treat addictions like other chronic health conditions. To learn more about SUD reform visit http://mn.gov/dhs/sudreform/,

Highlights of the bill include establishing a process for direct access to treatment via comprehensive assessment; direct reimbursement for credentialed professionals; and Medicaid reimbursement for comprehensive assessment, care coordination, peer support, and withdrawal management services.

The SUD reform language can be found in HF887 starting at lines 339.27:

https://www.revisor.mn.gov/bills/text.php?session=ls90&number=HF887&session_number=0&session_year=2017&version=list

and in SF781 starting at line 339.27:

https://www.revisor.mn.gov/bills/text.php?number=SF781&version=0&session=ls90&session_year=2017&session_number=0

There is still ongoing discussion needed for several areas. In writing this language we made our best attempt to set a course that drives innovation, is person-centered, and is supported by data.

For those interested in tracking this as it moves in the legislature, you can go to https://www.leg.state.mn.us/ and sign up for updates and bill tracker (once the bill is assigned a number).  There will be opportunities in the coming months to participate in public hearings.
