The Minnesota Department of Human Services and lead agencies
have eliminated the waiting list for the Community Access to Disability
Inclusion (CADI) waiver, meeting one of DHS’s goals under the Olmstead Plan.
Claire Wilson, DHS assistant commissioner for the Community
Supports Administration, said additional funding from the 2015 Legislature and
legislative authority for DHS to manage waiver dollars on a statewide basis helped
to increase access to the CADI waiver. She credited the hard work of lead
agency and DHS staff in matching people to services as DHS gained flexibility in
managing waiver funding and eliminating inconsistencies in service access.
This year, DHS projects the CADI waiver will serve about
19,854 Minnesotans per month in the community who are eligible for nursing
facility level of care.
