E1MN Updates
State agencies and Inclusion Consultants worked together to write the new Olmstead plan and its goals. The draft is now available for public review. An important next step is to get feedback about the draft plan from Minnesotans with disabilities, their supporters, and professionals. Feedback received during public comment will be shared with agency staff and Inclusion Consultants. They will work on updating the goals based on the feedback received. The Olmstead Plan will be finalized in Fall 2026.
The E1MN team played a key role in developing the employment-related goals included in the draft Olmstead Plan.
Employment Goal 1: More people with disabilities will have jobs in the community.
- This goal is about more people with disabilities having competitive, integrated employment (CIE). This goal has three different parts. Those parts are:
- People who receive services from Vocational Rehabilitation Services or State Services for the Blind (VRS/SSB)
- People who receive both Medicaid waiver services and VRS/SSB services
- Students ages 16 and up who have Individualized Education Programs (IEPs)
Employment Goal 2: More Veterans with disabilities will have jobs in the community.
- This goal is about increasing the number of Veterans who have service-related disabilities, participate in DEED’s Veteran Employment Services program, and get a job.
The draft Olmstead Plan is available for review, and feedback is welcome through May 8. Visit Spring 2026 Public Comment / Minnesota Olmstead Implementation Office to review the draft and learn how to participate. Comments can be submitted in writing, or individuals can sign up for a virtual meeting to share input. Public feedback plays an important role in shaping the final plan.

New Dually Enrolled Provider Search Tool
Dually enrolled providers (who provide both waiver employment and VRS/SSB services) offer a more seamless transition to future phases. It's important to help people understand their provider options and make an informed choice about which provider is best for them.

MTI Quarterly Training: Minnesota Providers Supporting Community Life Engagement in Action
In collaboration with the Minnesota Organization for Habilitation and Rehabilitation (MOHR), the Minnesota Transformation Initiative (MTI) holds quarterly trainings focused on organizational transformation. These are free and open to any employment and day service provider in Minnesota.
Community Life Engagement (CLE) in Action is a project designed to share research, resources, and promising practices that support community inclusion and partnership for people with disabilities.
Partners on this project will provide an overview of the CLE toolkit and the components of CLE in Action project. Participating service providers from Minnesota will share how they are using information and lessons learned to inform their own service delivery and organizational change efforts.

Charting the LifeCourse Fundamentals Series
Free Charting the LifeCourse (CtLC) Fundamentals is a 4 part series designed to equip learners with core knowledge of the CtLC person-centered framework. This interactive training provides hands-on experience applying CtLC guiding principles and tools and is facilitated by a Certified Charting the LifeCourse Trainer, through an authorized partnership with the LifeCourse Nexus. These sessions is intended for Minnesota parents of children with disabilities, professionals and people who work with them.

Practical Workplace Accommodation Strategies for Mental Health Needs
This Job Accommodation Network (JAN) training will explore practical workplace accommodation solutions for employees with mental health–related disabilities. Participants will learn how to identify and implement reasonable accommodations and engage effectively in the accommodation process. The session will highlight accommodation strategies for reducing stress and anxiety, supporting executive functioning, and more. Attendees will gain tools, examples, and JAN resources to help them hire, retain, and advance workers who have a range of accommodation needs.
