The draft Fiscal Year (FY) 2025 Intended Use Plan (IUP) and Project Priority List (PPL) for the Clean Water Revolving Fund (CWRF) and the draft Fiscal Year (FY) 2025 Intended Use Plan (IUP) and Project Priority List (PPL) for the Drinking Water Revolving Fund (DWRF) are now available for public comment. Comments are due by November 18, 2024.
The IUPs, prepared by the Public Facilities Authority, identify the projects and activities eligible to apply for and receive funds from the CWRF and DWRF in state fiscal year 2025 (July 1, 2024 to June 30, 2025). Projects must be ranked on the PPLs and be listed in the fundable range on their respective IUPs to be eligible to apply for CWRF loans or DWRF funds in FY 2025. Projects applying for the CWRF loans must have an approved wastewater facilities plan or stormwater project plan.
Due to the lack of a 2024 bonding bill with state match for future federal funds beyond this fiscal year, the fundable range in the 2025 Clean Water IUP is limited to carryover projects approved in prior fiscal years. No new Clean Water project requests are in the fundable range on the 2025 IUP. The fundable range in the 2025 Drinking Water IUP is limited to carryover projects approved in prior state fiscal years, new emerging contaminant projects and all carryover and new lead service line projects. No new regular drinking water project requests are in the fundable range on the 2025 IUP.
The CWRF PPL, prepared by the Minnesota Pollution Control Agency (MPCA), identifies wastewater and stormwater projects that are potentially eligible to receive financing through the CWRF within the next five years. Projects on the CWRF PPL are listed in priority order based on a priority system established in MPCA rules. The DWRF PPL, prepared by the Minnesota Department of Health (MDH), identifies drinking water projects that are potentially eligible to receive financing through the DWRF within the next five years. Projects on the DWRF PPL are listed in priority order based on a priority system established in MDH rules. Both PPLs are included as appendixes to the IUPs.
