2024 Clean Water IUP and Drinking Water IUP Now Available for Public Comment

Public Notice - Clean Water Revolving Fund & Drinking Water Revolving Fund Drafts 2024 Intended Use Plans and Project Priority Lists (Includes Federal IIJA Funds)

The DRAFT 2024 Clean Water Intended Use Plan-Project Priority List for the Clean Water Revolving Fund (CWRF) and the DRAFT 2024 Drinking Water Intended Use Plan-Project Priority List for the Drinking Water Revolving Fund (DWRF) are now available for public comment.

The IUPs, prepared by the Public Facilities Authority, identify the projects and activities eligible to apply for and receive funds from the CWRF and DWRF in state fiscal year 2024 (July 1, 2023 to June 30, 2024). Projects must be ranked on the PPLs and be listed in fundable range on their respective IUPs in order to be eligible to apply for CWRF loans or DWRF funds in FY 2024. Projects applying for the CWRF loans must also have an approved wastewater facilities plan or stormwater project plan.

The 2024 CWRF IUP will be used to apply for federal funds appropriated for the Infrastructure Investment and Jobs Act (IIJA, also known as the Bipartisan Infrastructure Law or BIL) and the 2024 base Clean Water State Revolving Fund capitalization grant when appropriated by Congress. The currently available IIJA funds for the Clean Water SRF include supplemental funds for the existing program and dedicated emerging contaminant funds. 

The 2024 DWRF IUP will be used to apply for federal funds appropriated for Year 2 of the IIJA and the 2024 base Drinking Water State Revolving Fund capitalization grant when appropriated by Congress. The IIJA funds available for the Drinking Water SRF include supplemental funds for the existing program, dedicated funds for lead service line replacement and emerging contaminant projects. 

The CWRF PPL, prepared by the Minnesota Pollution Control Agency (MPCA), identifies wastewater and stormwater projects that are potentially eligible to receive financing through the CWRF within the next five years. Projects on the CWRF PPL are listed in priority order based on a priority system established in MPCA rules. The DWRF PPL, prepared by the Minnesota Department of Health (MDH), identifies drinking water projects that are potentially eligible to receive financing through the DWRF within the next five years. Projects on the DWRF PPL are listed in priority order based on a priority system established in MDH rules. Both PPLs are included as appendixes to the IUPs.
