Transitions are pivotal moments in a child’s life. From entry into care, reunification, placement changes and transitions to permanency, the way these moments are planned and supported can shape a child’s sense of safety, identity, connection and belonging.
This symposium brings together developmental experts, individuals with lived experience, caregivers, practitioners, systems leaders and policy partners to examine how transitions can be designed to protect development, preserve important relationships, and support children and families through change.

Waiver-funded residential services are foster care placements for children and youth
On April 9, 2026, DCYF published Bulletin 26-68-06: Clarifying when waiver-funded residential services are foster care placements for children and youth. This bulletin clarifies when certain waiver services are foster care placements, consistent with the Adoption and Foster Care Analysis and Reporting System (AFCARS).
The bulletin outlines SSIS data entry requirements for documenting placement stability when Waiver Crisis Respite is used to support children and youth in hotel settings. It also clarifies how waiver residential services intersect with child welfare foster care requirements, documentation expectations and Foster Care Maintenance Payments.
The department’s Child Safety and Permanency Administration will host a webinar to review the policy clarifications outlined in this bulletin.

Responding to Child Sexual Exploitation and Children Missing from Care webinar from Child Safety and Prevention and the National Center for Missing and Exploited Children
The department’s Child Safety and Permanency Administration – Child Safety and Prevention Unit is hosting a National Center for Missing and Exploited Children (NCMEC) webinar.
This webinar will explore key trends from 2025 CyberTipline data and highlight emerging threats to child safety, including financial sextortion, sadistic online exploitation and generative AI-related harms impacting youth. There will also be an examination of the intersection of child sexual exploitation and children missing from care. Presenters will discuss the critical role of state and Tribal child welfare professionals and law enforcement in responding to these cases, with an emphasis on early intervention, prevention and reducing revictimization. Attendees will gain practical insight into NCMEC’s response efforts, as well as tools and resources available to support professionals and families in addressing exploitation, missing-child cases and coordinated care for vulnerable youth.

Youth firesetting
Curiosity in children is normal; starting fires is not — nor is it a phase. In fact, fire is potentially deadly, and it moves fast.
The Minnesota Youth Firesetting Prevention and Intervention (YFPI) initiative is dedicated to the safety of our residents and to providing necessary education to youth and their families or caregivers.
Many factors may contribute to youth firesetting behaviors. This webinar will highlight the importance of youth firesetting prevention and intervention and how it is impacting Minnesota. The YFPI trainers will provide information on identifying children and adolescents involved in firesetting and supporting these youth and their families/caregivers. Preventing and intervening in youth firesetting requires an integrated approach.
This training is intended for child foster care licensors, family childcare licensors, child welfare workers and other agency workers who engage with youth.
