The legislatively mandated Child Care Regulation Modernization 2026 Legislative Report can be reviewed on the project website. The report contains the proposed child care licensing standards, and a summary of notable changes between the proposed licensing standards and the current requirements in rule and statute. The report also outlines the project’s three components, summarizes recent developments, describes stakeholder engagement efforts, and identifies anticipated implementation considerations.
This report meets the Legislature’s directive to the Department of Children, Youth, and Families to submit a report and proposed legislation required to implement the new licensing model and the new licensing standards. The contents of this report are for informational purposes only and do not constitute a formal policy proposal from the Governor.
