On Friday, Nov. 7, the Minnesota Department of Children, Youth, and Families (DCYF) issued full November SNAP benefits. Those payments were issued based on clear guidance we received from the USDA at approximately noon on Friday. Late night on Saturday, Nov. 8, we received a memo from the USDA stating that states “must immediately undo any steps taken to issue full SNAP benefits for November 2025.”
We are appalled by Saturday night’s memo. Not only because it requires that Minnesota “undo” actions to provide food to 440,000 people, but also because it threatens severe financial penalties that would harm Minnesotans.
Minnesota does not have any mechanism for taking money back from SNAP recipients. We also believe it would be unjust to yank back these funds that are needed to feed families. Our teams are working to evaluate the Nov. 8 memo.
All Minnesotans deserve access to food. DCYF is committed to ensuring food access remains in place. We will continue to work with partners in Minnesota and across the country to determine a path forward. We look forward to a quick resolution from the courts to ease the uncertainty these issues are causing for SNAP recipients, grocers, and partners across Minnesota.
More than 440,000 Minnesotans each month, including 180,000 children and 67,000 seniors, access SNAP or MFIP and rely on these vital benefits.
