The Department of Children, Youth, and Families (DCYF) has launched new functionality in the Provider Hub, the online tool used to manage Child Care Assistance Program (CCAP) registration.
The following updates are now live in the Child Care Assistance Provider Management feature:
- Request MEC² PRO user activation - for providers with an approved Child Care Assistance Program (CCAP) registration in the Provider Hub

Request MEC² PRO user deactivation - deactivation of MEC² PRO user is available for users who previously had their activation requests approved using the Provider Hub

Improved process to renew or reactivate a CCAP registration - for providers who previously had an approved CCAP registration in the Provider Hub

What actions you need to take now
You do not need to do anything right now unless you need to manage your CCAP registration or want to submit an MEC² PRO billing user request.
Electronic billing for CCAP can only be done using MEC² PRO. You cannot bill CCAP using the Provider Hub. The Provider Hub is where you can request access for MEC² PRO users to bill for your program.
Existing MEC² PRO users that were set up by submitting User Agreement for MEC² PRO Electronic Billing DHS-3813 (PDF) cannot be viewed in the Hub. You do not need to submit another MEC² PRO User request for these users in the Hub to continue using existing accounts.
DCYF will deactivate the MEC² PRO user accounts of users who have not logged into their account since before 4/28/2025. If those users need their account reactivated, use the Provider Hub to submit an account reactivation request.
Beginning August 27, 2025, the following provider types must manage all aspects of their CCAP registration in the Provider Hub:

All Minnesota licensed and certified centers

All providers licensed by Tribal nations or other states

Legal nonlicensed providers and Minnesota licensed family child care providers who do not have an active or pending CCAP registration as of August 27, 2025. See instructions for Minnesota licensed family child care providers below.
Use of the Provider Hub is strongly encouraged for all providers - even if not yet required.

If you want to register or re-register for CCAP and do not yet have a Provider Hub account do not create your own account. Contact the DCYF CCAP Provider Support Team at CCAP.Providers.DCYF@state.mn.us or 651-431-4848 to have your account activated.

If you are a Minnesota licensed family child care provider with an active or pending CCAP registration, watch for an email by sent by ccap.providers.dcyf@state.mn.us by August 27, 2025. This email gives you instructions on how to access your Provider Hub account.
Minnesota licensed family child care providers registering or re-registering after mid-August must contact DCYF to request an account. Do not create your own account. Contact the DCYF CCAP Provider Support Team at CCAP.Providers.DCYF@state.mn.us or 651-431-4848 to have your account activated.
