Over the last two months most agencies have responded quickly to AFCARS error emails sent by the SSIS Business Operations team. This has resulted in compliance improvements between 6-10% for each of the previously non-compliant elements. The state, however, remains non-compliant overall and at risk of further federal financial penalties. With additional agency follow up, there is time to meet compliance requirements before final resubmission of the October 2023 through March 2024 period in early November.
SSIS v24.3 included a new Repository error, #4100 “Current education record required”. This report assists agencies with two common errors due to a missing education record or an education record that does not have a valid ”Current as of” date. AFCARS 2020 requires education records for each continuous placement regardless of the length of the continuous placement or age of the child. All continuous placements lasting one day or more require entry of an education record. Education records must have a “Current as of” date within the continuous placement dates AND, if the continuous placement has lasted more than one year, the education record should be updated annually at minimum.
AFCARS compliance reports will be run again at the end of September. Email notifications will be sent to agencies with non-complaint elements at that time. Agency staff are asked to review and respond to these emails as well as run and follow up on Repository errors on a regular basis. Additional Repository error reports will be added to assist with AFCARS compliance over the next several releases. One-on-one assistance is available to help answer questions. Use State Detail in SSIS to identify others associated with a client.
While in State Detail navigate to the MAXIS tab. Select the Person tab on the right side of the screen to view everyone associated with the MAXIS case of the client being viewed. Double click names on the list to view their State Details. This saves time by eliminating the need to navigate back to the Person Search.
This past week users experienced several outages, errors, and slowness in SSIS. Some of these were errors across the State enterprise affecting many applications. The SSIS Update will now include a summary of outages and slowness including root cause analyses conducted by MNIT. A weekly call in is hosted by the MNIT Tier 2 SSIS Help Desk for local agency mentors and IT contacts to discuss performance and stability. The process has been completed to select an external vendor who will complete a comprehensive assessment and provide recommendations for modernized platforms and associated costs. The selected contractor will be announced after the Department of Administration selects the final contract. This is expected shortly.
Three positions that will lead the modernization work have been approved for the DCYF SSIS section. There will be one supervisory position and two CCWIS coordinators. These are three-year temporary unclassified positions. The supervisory position will be posted by early October. Please contact Alex Mentes, SSIS Manager with questions.

The SSIS Adult Protection Worker course follows the life of an adult vulnerable to maltreatment case starting with the intake received from the Minnesota Adult Abuse Reporting Center (MAARC) through the assessment and closing of a case. This is a technical training designed to provide overview of data entry as related to Adult Protective Services (APS) into SSIS. Adult Protection policy staff are also available during each class. Training is offered in two half-day virtual classes and is designed for new Adult Protection workers, SSIS mentors, and for those seeking a refresher. Individuals will need to take both days for credit of course completion. New workers are encouraged (not required) to take the online SSIS Essentials eLearning prior to taking the course.

- SSIS APS Essentials 104B: Exploring APS Assessments
APS workers should take these two courses instead of SSIS 104: Creating an Intake. APS Essentials courses and other APS eLearning resources can be found on the APS eLearning Suite site.
