The SSIS Section at DCYF would like to welcome Carrie Kisor to the Learning and Development team. Carrie joins the section as the new SSIS Fiscal Subject Matter Expert/Trainer. Carrie’s experience includes SSIS healthcare claiming and mentor support for the past ten years at Nicollet County. Carrie’s employment began Monday, August 26 under the supervision of Eric Kratt. Welcome Carrie!
AFCARS and Repository technical assistance
The SSIS Business Operations team at DCYF offers virtual and onsite technical assistance (TA) to agencies for a variety of areas within SSIS including AFCARS, Repository, clearing and more. TA sessions are designed and customized to meet agency specific needs.

The SSIS Business Operations team attended the 2024 MN Counties Health and Human Service Accountants (MCHHSA) conference August 27th where they presented “SSIS- the Big Picture” and “SSIS-Child Foster Care Report”.
Presentation materials can be found on the MCHHSA website, under “2024 Conference Material”. The MCHHSA Conference Child Foster Care Report session documents have been posted on the SSIS Fiscal Documentation page as well. This includes the SSIS - Child Foster Care Report handout and the PowerPoint presentation. Refer to slide #60 for additional resources.
September’s SSIS coffee talk has been scheduled for Tuesday, September 10 at 9:00 a.m. The topic of the month will be Adoption: Pre/Post Identity – What to do and when with guest presenters from DCYF Child Safety and Permanency.
Registration is required and will remain open until the event begins. All SSIS users are welcome to attend. The presentation will be recorded and posted to the MNCWTA SSIS Training site, along with the PowerPoint and related material, seven to ten business days following the event.

The SSIS Child Protection Review completed in May 2024 resulted in 56 recommendations for changes varying widely in terms of project size. Sixteen recommendations were chosen for implementation in the existing application. Those not implemented will be part of modernization. Changes feasible to complete or that have been completed in the current system include:
- The Out-of-Home Placement Plan has been revised to only include statutorily required language and has been rearranged to better meet the needs of children, youth, families, and service providers. The Child Safety & Permanency Division is vetting the revision with business partners, families, and youth. Multiple solutions for functionality are presently being explored.
- The Child Maltreatment Report Conclusions tab increased to 4,000 characters.
- Seven recommendations have been scheduled for an upcoming release.
- Nine recommendations require additional work on processes and collaboration between MNIT, policy, business, and systems teams and/or resources currently committed to other projects.
DCYF is pivoting away from new development within the existing application to prioritize modernization activities. First, an external contractor was hired to assess current system performance improvement opportunities. Second, the process has begun to select an external vendor who will complete a comprehensive assessment and provide recommendations for modernized platforms and associated costs. The SSIS Partnership Committee has also reformed with a new mission to provide strategic guidance on modernization activities. This group is comprised of leaders at local agencies as well as DCYF, SSIS, and MNIT staff.
Moving forward, all new and existing proposals for change will be assessed closely. SSIS mentors and coordinators should continue to submit enhancement requests to the SSIS Help Desk at their new email address dcyf.ssishelp@state.mn.us.
When a new Activity is created in SSIS and the Date field is filled in, the Time field appears to be disabled. To enable the field for editing, users can:
- Tab from the Date field to the Time field,
- Press spacebar to autofill both the Date and Time field; or
- Select any other field and the Time field will populate with 12:00 a.m.
- When submitting attachments to the SSIS help desk mentors and coordinators are asked to label them accordingly, e.g., “Screen shot of ____”. Doing so will assist help desk staff identify the attachment from agency insignia or social media icons resulting in quicker response time.
- SSIS mentors/coordinators are reminded to use the “reply” button when responding to emails from help desk staff. Responding to an existing email chain with a new email can create additional issues and confusion.
The SSIS Help Desk email address has changed to dcyf.ssishelp@state.mn.us due to the transition to the newly established Department of Children, Youth, and Families (DCYF) effective July 31, 2024. The SSIS Help Desk will continue to be available to all SSIS mentors, supervisors, and IT personnel. There is no change in support available to adult programs including Adult Protection.
The old email address will continue to work for the time being allowing time for web pages to be updated with new contact information. Local agencies and state partners are asked to use the new address effective immediately.

The SSIS Adult Protection Worker course follows the life of an adult vulnerable to maltreatment case starting with the intake received from the Minnesota Adult Abuse Reporting Center (MAARC) through the assessment and closing of a case. This is a technical training designed to provide overview of data entry as related to Adult Protective Services (APS) into SSIS. Adult Protection policy staff are also available during each class. Training is offered in two half-day virtual classes and is designed for new Adult Protection workers, SSIS mentors, and for those seeking a refresher. Individuals will need to take both days for credit of course completion. New workers are encouraged (not required) to take the online SSIS Essentials eLearning prior to taking the course.
The SSIS Essentials eLearning includes two APS specific courses:
- SSIS APS Essentials 104A: Exploring APS Intakes
- SSIS APS Essentials 104B: Exploring APS Assessments.
APS workers should take these two courses instead of SSIS 104: Creating an Intake. APS Essentials courses and other APS eLearning resources can be found on the APS eLearning Suite site.
