Important Reminder for Real Property Appraisers
All real property appraisers licensed before September 1, 2021, must complete the required valuation bias course by August 31, 2023, even if it’s not your license renewal year. Real property appraisers licensed on or after September 1, 2021, must complete a valuation bias continuing education course prior to their first license renewal.
To qualify as a “valuation bias course,” a continuing education course must have received that designation from the Minnesota Department of Commerce. A course not approved as a valuation bias course by the Minnesota Department of Commerce will not count toward the valuation bias course requirement.
The valuation bias course requirement is part of the overall renewal requirement to complete 30 hours of continuing education; it is not a requirement to complete more than 30 total hours of continuing education.
After completing a qualifying valuation bias course, appraisers can determine whether their course completion has been uploaded into PULSE by visiting pulseportal.com, selecting “Appraiser” as the board, and clicking on “Review Your CE Course Completion History” under “Other Services.” (Clicking “Review Your CE Transcript” will only work for appraisers due to renew their license in 2023.)
Finding a valuation bias course
To find a qualifying valuation bias course, you can check Pulse Portal. Some approved courses may not have any upcoming offerings, so you may have to contact the provider for the next available offering.
- To find appraiser continuing education courses on Pulse Portal, follow these steps:
- Make sure your browser’s pop-up blocker is turned off.
- For the Program, select Minnesota Department of Commerce.
- For the Board, select Appraiser.
- Under “Search/Inquiry Services,” click Approved Provider/Course Inquiry.
- Make sure the Continuing Education button is selected.
- Set “Status” to Active.
- Set “Category” to Valuation Bias (in the drop-down box).
- Leave all other choices blank.
- Click View/Refresh Report.
