PY16 Minnesota WAP Energy Conference--Thank You!
Thank you to the Minnesota Energy Conference Committee, presenters, and
attendees for making this year’s conference a great success. Watch for the
posting of next year’s conference date. A follow-up email will be sent to

Contracts
Contracts have been sent out for PY2017. In order
to have a fully executed contract by July 1, 2017, contracts and all pre-contract
requirements should be sent to Commerce ASAP or no later than Monday, June 12, 2017.
2017 WAP Income Guidelines Released
The U.S. Department of Energy (DOE) has released updated WAP income
limits. The 2017 WAP income eligibility guidelines are in effect
immediately for all new applications. Eligibility limits have been updated in eHEAT
and are posted on the WAP
section of the Department of Commerce website. Please make these new income guideline updates to all Energy
Assistance Program forms, websites, and other local outreach information.
Program Year 2016 Funding Notes
Budget Revisions
Per policy 6.8.1, Service Providers may request to move funds from the
Admin and TTA categories into Program. Budget revisions between these
categories require an updated NFA and eHEAT allocation. Any PY16 budget
revisions should be submitted no later than Friday, June 16, 2017 to ensure adequate processing time. Budget revisions
cannot be processed after June 30, 2017.
PY16 USDOE
USDOE funds for PY16 must be fully expended by June 30, 2017, with any
remaining funds transferring back to USDOE at the end of the program
year. All Service Providers are encouraged to review current production
and obligated funds to ensure that funds are fully expended and unit goals are
met.
EAPWX A2107
Service Providers may carry over up to 25% of their total EAPWX A2107
fund into the first quarter of PY17, expiring September 30, 2017. The
first PY17 Notice of Funds Available (NFA) will show the balance of A2107 based
on the May FSR and will make note of how the balance was calculated.
PY16 Financial Closeout
Final FSRs and cash requests for all PY16 WAP funds, including EAPWX
CO/A2107 funds that can carry over into PY17, must be submitted in eHEAT by
Tuesday, August 1. Refer to policy 6.6 for additional closeout instructions.
EAPWX A2108
A2108 funds will be released on July 1, 2017. A2108 funds expire on
September 30, 2018.
REEGP
There
are still funds available for traditional REEGP technologies. Funds must be
fully expended by June 30, 2017; there will be no rollover of current REEGP
funds to PY17. Please contact Commerce soon to secure funding for PY16
projects. REEGP funds were not appropriated for the coming biennium.
Program Year 2017 Funding Notes
PY17 USDOE State Plan
The Minnesota USDOE WAP State Plan has been approved for PY17, which begins July 1, 2017. USDOE is in the process of issuing the Weatherization Program Notice (WPN) 17-2 that contains Minnesota’s final allocation amount. We expect the PY17 allocation to be at or slightly higher than the PY16 amount. If WPN 17-2 is not issued before NFA #1 is issued, Commerce will follow the guidance in WPN 17-1 that sets the available funding amount at 60% of PY16 levels. In that case, the adjustment to the final PY17 amount will be reflected on NFA #2Click to edit this placeholder text.
Training
Save the Date--PY17 Policy Trainings
Commerce will be hosting our annual “PY17 WAP Policy
Overview” and “WAP Walk Through” trainings on July 18 and 19, 2017. The trainings will be held at Coyote Moon in
St. Cloud. Details and registration to follow.
Mechanical Training
Mechanical trainings will be held at the new training
facility at Community Action Partnership of Ramsey and Washington Counties.
