Hello Chanhassen Residents,
It is hard to believe, but this will be the last message of the year! I appreciate your engagement throughout 2023, and I look forward to continuing this communication in 2024.
Thank You
I’d like to express my gratitude to the City Council, City Commissioners, and City Staff for their commitment to Chanhassen this past year. It has been a year full of important decisions as we plan for the future. We’ve learned from each other and grown as a team – we are well-positioned for continued success in 2024 and beyond. Thank you for your service to our community.
I would be remiss if I didn’t acknowledge and thank our residents. I have emailed and spoken with so many of you. As I have said for the past five years as Mayor, your engagement is critical to the success of Chanhassen. We are elected to serve you and this community, so I appreciate the questions, feedback, welcomed advice, and encouragement.
Now on to business…
City Council
On Monday, December 11, the City Council approved the final budget, 2024 levy, and 5-year Capital Improvement Plan.
- Final levy set at $14,455,000, an increase of 7.4%
- Levy's impact to residents below
- Looking comprehensively, the total cost of city services in Chanhassen compared to neighboring cities and cities comparable to Chanhassen
Civic Campus Open House
On Tuesday, December 12, we held a Public Open House for the Civic Campus. City staff and design consultants were in attendance to share the current plans for the new Civic Campus, which will break ground in the early summer of 2024. We appreciate the feedback from all who attended the meeting.
Roers Development
I have received inquiries regarding the future development of downtown. Roers Companies is under contract with the old movie theater and Country Inn & Suites and have plans to bring forward an application for review and feedback in the first quarter of 2024. I am committed to keeping you informed and will share opportunities to be involved as we move through the proposal. A development of this scale will impact our downtown; therefore, your participation is valued and important.
Development Along Highway 5 (West of Paisley Park)
You have likely noticed the grading taking place along the south side of Highway 5. It has created numerous questions regarding the "Xcel Project." However, it should be noted that there are two projects taking place simultaneously. Please read below for more information:
Audubon Business Park Development (28 acres/the most easterly of the two)
- Located at the Northwest Corner of Audubon Road & Coulter Boulevard.
- Two office industrial buildings used as an office-manufacturing-warehouse.
- Land is currently being graded for utilities, including water, sanitary, and storm sewer infrastructure to support the overall development.

Xcel Energy (17 acres)
- Construction of a new service center, consolidating their Shorewood and Waconia facilities.
-
The site had rolling topography in the pre-project condition, and given the use of the property, substantial grading was needed. However, environmentally sensitive areas have been mostly preserved (Xcel was required to conduct an enormous amount of planning and engineering to get approval for that aspect).
- The vast majority of the mass grading is complete, and they have been pouring footings for the buildings, so the dirt hauling is winding down significantly.

Wishing everyone a Merry Christmas, Happy New Year, and a wonderful holiday season. Enjoy the time with family and friends; hold tight to the memories of loved ones we have lost, and give thanks for the many blessings in our lives with special gratitude to the men and women in our Armed Forces who continue to serve our great nation.
With Warmest Holiday Wishes,
Elise Ryan Mayor
