Legalization of Marijuana
I have been asked many times what this means for Chanhassen. The short answer, while the Governor did sign it into law, there are still a multitude of questions that need to be answered. We are working with our city attorney to best understand the new law, the impact to local municipalities, and what/when decisions need to be made by City Council.
A few high-level points of understanding Municipal regulations are generally prohibited:
- The city may not ban use, possession, or transportation
- The city may not prohibit businesses from operating if licensed by the state
- Sales will not begin before January 1, 2024.
The three areas under municipality oversight:

Zoning - Cannabis businesses will simply be another type of legal business, subject to the city’s general zoning regulations. The city may choose which zoning districts will allow cannabis businesses, the city cannot ban those businesses. The city should therefore designate at least one zoning district allowing cannabis businesses. As part of the zoning requirements, the city may include requirements such as required lighting, security windows, and specific setbacks from schools.

Regulation - The City may not license businesses, ban businesses, or ban use or possession. However, the city may adopt ordinances with “reasonable restrictions on the time, place, and manner of the operation of a cannabis business.”

Enforcement & Compliance - The enforcement of cannabis sales and use will be conducted by the Carver County Sheriff’s Office. Cannabis use is limited to adults 21+ in private residences, on private property not generally open to the public, or other licensed premises. Cannabis use is NOT permitted in public places like parks and on trails.
Moratorium Local governments may adopt a moratorium on cannabis businesses lasting until January 1, 2025. There is a provision allowing a city to conduct a study on the best way to handle zoning. This includes full strength and lower-potency businesses—anything licensed under new law. There is a requirement to hold a public hearing before the moratorium would go into effect.
The City Council will further consider the issue later this summer.
4th of July Invitation
City staff is working hard preparing for the exciting Annual 4th of July Celebration. In addition to the many fun activities planned this year, I am looking for some “Future Mayors” and “Future Leaders” (likely 2nd-5th graders) that would like to walk in the parade with me! Café Zupas
On Tuesday, June 6, the Planning Commission is reviewing a plan for Café Zupas which is proposed to be built in the Lunds & Byerlys parking lot. Please review the plan, send feedback, or attend the public hearing if interested.
Downtown Chanhassen
With the Civic Campus planning underway and the continued interest in development in our downtown, the City Council and respective commissions will begin reviewing the downtown design guidelines, wayfinding, and signage. This is an important process to undertake as we plan for Chanhassen’s future.
Memorial Day Ceremony
A special thanks to the Parks and Recreation Department, Chanhassen American Legion Post 580, the guests of honor and singers, and of course all those who attended. What an incredible day paying tribute to our fallen servicemen and women. Forever our thanks and gratitude.
