Brooklyn Park, MN — November 4, 2025 — The Brooklyn Park Police Department has completed its preliminary investigation into the use of deadly force by Officer Zachary Baumtrog and the actions of Officer Jay Bloyer during an incident that occurred in the early morning hours of June 14, 2025.
At approximately 3:35 a.m. on June 14, 2025, after responding to the shooting of Senator Hoffman and his family, Officers Zachary Baumtrog and Jay Bloyer proactively conducted a check at the Hortman’s residence. While on scene Officer Baumtrog discharged his duty handgun. Both officers observed that Mark Hortman was wounded and performed a rescue of Mark Hortman from the doorway of the home. Neither officer was aware of any other victims in the home at the time.
The department’s preliminary review determined that Officer Baumtrog’s use of deadly force, along with the actions of both officers, were consistent with Brooklyn Park Police Department policy and training.
This critical incident review was conducted in accordance with departmental policy and based on the information available to the department at the time. The findings are considered preliminary in nature, and any newly discovered information will be evaluated accordingly. The Brooklyn Park Police Department, in conjunction with other law enforcement partners, has requested a third-party after-action review of the incident in its entirety.
