Marc Culver Named Director of Operations and Maintenance 

BROOKLYN PARK, Minn. -- Following the August 11 Council meeting, the City of Brooklyn Park announced the appointment of Marc Culver as the new Director of Operations and Maintenance (also known as Public Works). Culver began his role on Tuesday, August 12.

Mayor Hollies Winston applauded the appointment saying, “Marc is a great asset to the City of Brooklyn Park. I look forward to him serving in this role and the work that he and his team will do.”

City Manager Jay Stroebel spoke about Marc’s experience stating, “We are thrilled to have someone with Marc’s extensive background and expertise in the public works field step into a new leadership role with the city, as we embark on the next steps of multiple large-scale projects like the Blue Line Light Rail Extension and Highway 252 projects.”

Culver has served as the Brooklyn Park City Engineer since July 2024 and has extensive experience in public works. He was the City of Roseville’s Public Works Director from 2015 to 2022 and has over 20 years of experience in the public sector, working predominantly in the areas of public works and city engineering.

In July 2025, Culver was appointed to the Metropolitan Area Water Supply Policy Advisory Committee. Additionally, he served as President of the City Engineers Association of Minnesota in 2017 and was awarded the Young Transportation Engineer of the Year award in 2008.

While at the City of Roseville, Culver oversaw the engineering, streets, water, sewer, fleet, and building maintenance divisions as well as initiatives in recycling, sustainability and resiliency. He oversaw 32 employees and was a member of the City’s Executive Team, which was responsible for strategic planning and budget management. Prior to his role as the Public Works Director, he served as the City Engineer.

Upon learning of his new role, Culver said, “I’m grateful for the opportunity to lead such a dedicated team and work closely with the people of Brooklyn Park. By listening to our community and partnering with residents, businesses, and regional agencies, we can ensure our public works efforts truly reflect the needs and priorities of the diverse communities that call Brooklyn Park home.”
