Brooklyn Park, MN – On June 23, 2024, at 3:51a.m, the Brooklyn Park Police Department responded to a 7-month-old baby not breathing. Officers attempted life saving first aid however the baby did not survive. A death investigation commenced at the home.
Approximately 40 minutes later a Brooklyn Park Officer was involved in an officer involved shooting inside the home. The father of the deceased baby sustained several gunshot wounds. Officers on scene performed life saving first aid to the father who survived the incident.
The Bureau of Criminal Apprehension (BCA) is conducting a criminal investigation into the shooting and the Hennepin County Sheriff’s Office is conducting an investigation into the death of the baby. Momodou Dibba, the officer involved in the shooting, was placed on administrative leave.
Shortly after the incident the Brooklyn Park Police Department conducted an internal investigation into the actions of the officer who used deadly force. This investigation included a review of body worn camera(s) that captured the incident on video and officer statements.
The investigation was presented to an administrative panel who found the officer did not violate any department policies regarding the use of deadly force and recommended the officer return to full duty as a Brooklyn Park Police Officer.
The video was also presented to the Brooklyn Park Chief's Multi-cultural Advisory Team (CMAT). This team consists of community members that meet with the police chief on a regular basis and provide unique insight, perspective and guidance to the police department.
The Brooklyn Park Police Chief reviewed the investigation and concurred with the administrative and community panel's assertion that no Department policies were violated regarding the officer's use of deadly force.
As of August 22, 2024, Officer Momodou Dibba has been placed back to full active duty as a police officer for the City of Brooklyn Park.
The Brooklyn Park Police Department recognizes and supports the ongoing independent criminal investigation being conducted by BCA and the Hennepin County Attorney’s Office. The Brooklyn Park Police Department is fully cooperating with this investigation.
To maintain and advance the strong commitment to transparency with our community, the Brooklyn Park Police Department is releasing a portion of the body-worn camera video that shows the shooting. The video has been edited to include the subtitles of the dialog of those involved. View the body-worn camera footage here.
