Governor Walz's "One Minnesota" Budget - Including Investments for the Minnesota Board of Social Work - Introduced in House of Representatives
The House health and human services budget bill, HF 2184, authored by Rep. Liebling, was introduced March 7, 2019. The bill contains both policy and fiscal proposals, including the Board of Social Work (BOSW) budget appropriation for fiscal years 2020-2021 (July 1, 2019-June 30, 2021), and fee change proposal, as well as many other health and human services agency and program proposals.
While the BOSW understands that no one likes to see costs increase, the BOSW would not propose a fee change if the need were not critical.
Important Facts
Governor’s BOSW budget proposal includes a “not to exceed amount” model, allowing the Board to adjust fees lower than the maximum amount listed.
BOSW has no intention of implementing the “not to exceed” amount listed in HF 2184, and has voted to implement an “actual amount” less than the “not to exceed” amounts.
“Actual” proposed fee increase that would take effect July 1, 2019:
Fiscally responsible Board management over the last two decades allows the new proposed “actual fee” amounts to remain lower than fees in 2000.
Current BOSW fees are significantly lower than most other health licensing board fees.

Ensure necessary revenue to maintain current core public safety services, complaint investigation and resolution, licensing services, and public education.
Ensure funding to maintain current operations and for strategic budget investments to create efficiencies, outcomes, and better serve customers.
Avoid reduction in staffing and services and negative impact on citizens, professionals, and workforce.
