Governor Walz Signs Executive Order 20-28: Allowing Out-of-State Mental Health Licensees to Provide Telehealth Aid in MN During COVID-19 Peacetime Emergency


Out-Of-State Licensed Mental Healthcare Providers Allowed to Register with Boards of Social Work, Psychology, Marriage and Family Therapy, and Behavioral Health and Therapy, to Provide Telehealth to Meet Needs of COVID-19 Emergency

Governor Walz signed Emergency Executive Order 20-28 on April 6, 2020 which authorizes out-of-state mental health licensees to provide telehealth services to Minnesotans during the COVID-19 peacetime emergency to help ensure that mental health needs are met during this time. Many Minnesotans receive mental health services from providers in other states. Executive Order 20-28 ensures that care can continue. 

Under the authority of Emergency Executive Order 20-28, pursuant to Minnesota Statutes section 12.42, out-of-state behavioral healthcare providers who hold a license, certificate, or other permit in good standing issued by a state of the United States or the District of Columbia may be eligible to provide time-limited telehealth to meet the needs of the COVID-19 emergency.

This authorization applies only to healthcare providers who would otherwise be required to obtain a license from one or more of the following Minnesota health-related or regulatory boards: Behavioral Health and Therapy, Marriage and Family Therapy, Psychology, Social Work. Before practicing telehealth in Minnesota, the healthcare provider shall (a) complete a required Registration Form and submit the form, a copy of the provider’s current unrestricted health license, as well as a copy of a current photo ID, to the MN Board of MFT; and (b) receive from the MN Board of MFT an acknowledgment of receipt of the Registration Form and required documents prior to commencing telehealth services in Minnesota.

Board Action to address MFT licensure and practice issues arising from COVID-19 

When the MFT Board met on March 27, 2020, it took action and clarified requirements on several MFT licensure and practice issues impacted by COVID-19, including electronic supervision, graduate practicum requirements and continuing education requirements. Board of MFT Remains Operational During MN Stay at Home Order

The MN Board of MFT remains operational but customers cannot be serviced in person due to the current Stay at Home Executive Order. Board staff are primarily working remotely with application processing, CE review, complaint investigations and other board operations proceeding. Given the COVID-19 emergency and our commitment to serving you as safely as possible, Board staff ask all business be conducted using email, telephone or online. We thank you for your patience as response time and certain services may experience delays.
