The following improvements to Michigan Treasury Online (MTO) were made on Sunday, December 14, 2025.
The MTO landing page and sign-in process are new, but your MTO user ID and password did not change.
Background
MTO has always been supported by MiLogin. MiLogin is the State of Michigan’s identity management network for online platforms, streamlining interactions by eliminating the need for different user profiles across state departments. MTO leverages the MiLogin for Business environment – facilitating your access to many business tax matters in an ownership or professional capacity.
For your interactions with Treasury through MTO, please continue to use your existing MTO log in credentials. You may have more than one MiLogin for Business profile if you created separate usernames and passwords for MTO and other state systems that you use for business purposes. Examples of other Michigan web platforms using MiLogin for Business include MiBusiness Registry for licensing and regulation, Secretary of State Online Business Services for vehicle dealers, and Community Health Automated Medicaid System (CHAMPS).
Instructions
On the MTO landing page, click Login with MiLogin. You will be redirected to the MiLogin for Business sign in page. After successfully entering your MTO username and password, consent to accessing MTO by clicking Launch Service. You will arrive on the MTO Homepage and you may begin interacting with Treasury.

- Modernized MTO headers, footers, and navigation bars to align with statewide web platform standards
Modified Portal: W-2 and 1099 Upload
- State copies of W-2s and 1099s indicating income attributable to Michigan must be filed with Treasury.

Beginning tax year 2025 (filed in 2026), issuers with 10 or more W-2s and 1099s must send forms to Treasury electronically.
- The previous EFW2 portal has been expanded to accommodate additional file types and formats – including 1099s. You no longer need to be connected to a registered business tax account through the sales, use, and withholding (SUW) Tax Service to file most W-2s and 1099s with Treasury electronically.
- Updated Michigan filing information for W-2s and 1099s is available in the Income Record Form Remittance Guide.
New Portal: R&D Tax Credit
- The Research and Development (R&D) Tax Credit is available to eligible businesses with adequate Michigan Qualified R&D Expenses.
- The credit applies to tax years beginning on or after January 1, 2025.
- Application submission will be available through the new MTO Guest Service on January 1, 2026.

- Treasury determines how often businesses with SUW tax obligations must file based on previous tax due. Every October, Treasury mails letters to businesses who will file more or less often beginning January 1. Copies of these letters are available in MTO. While this filing frequency determination cannot be changed, taxpayers can make payment more often than the tax return is due. If your business received a letter, communicate the filing frequency change to your service providers to ensure compliance and avoid processing issues.
- The SUW annual return is due for all filers on February 28, 2026.
