Filing Deadlines Approaching

As a reminder, a few filing deadlines are approaching over the next two weeks for the November general election:

July 17th, 4 p.m. - Candidates without political party affiliation & District Library Board candidates in library districts that do not include a school district

July 22nd, 4 p.m. - Local School Board, Community College Trustee, and Village candidates

EPB Laptop Preparation & Webinar

The BOE will be releasing an online course on Monday entitled Electronic Pollbook: Reminders for Election Officials.  This course will cover the most common questions and problem issues that are reported to the QVF Help Desk prior to and on Election Day. On Thursday, July 17th at 2 p.m., the BOE will host a webinar entitled EPB Reminders Discussion which will be your opportunity to submit technical EPB questions.  We encourage you to watch the online course before participating in the webinar. 

Search for the new EPB course in the eLearning Center on Monday by simply entering keywords from the bolded title above.  Register in the eLearning Center now for the July 17th, EPB Reminders Discussion webinar to receive login instructions.

Remember ePollbook laptops require anti-virus, BIOS, and windows updates to be performed prior to installation of the EPB software.  These tasks take time, especially if they have not been performed since November 2012.

Preparing for Statewide Elections – Election Inspectors

This article is the second of a series of articles designed to assist in planning for the larger turnout that comes with the even year Primary and General elections.

As the Primary approaches and the General Election looms, ensure you are looking ahead and evaluating your Primary preparations in anticipation of larger turnout in November.  Last week, we discussed the effect the polling place has on Election Day operations. While the polling place plays a large part in a successful election, the key to a great election is election inspectors.  With the increase in technology in the polling place, well trained and capable election inspectors are vital.

Consider hiring more election inspectors for the November election as well as increasing your training.  In addition, contemplate specialized positions (and training) for certain election inspectors.  Specialized positions to consider:

  • Line Manager – an election inspector who verifies voters are in the proper precinct by using a Precinct List or the Electronic Precinct List (not the same as the ePollbook)
  • Help Desk – an election inspector in charge of handling voter registration issues, such as changes of address, voters not on the list, challenged voters, etc.
  • AV Processor – at least two election inspectors from differing political parties trained to process absentee ballots in the precinct
  • Regional Chairperson – a chairperson elevated to supervise multiple precincts/chairpersons
  • Closing Helper – an election inspector brought in at the end of the night to assist the chairperson with closing procedures                      
  • Equipment Operator – an election inspector who has special training in troubleshooting the tabulator, AutoMARK, and ePollbook

Each jurisdiction is unique and one or more of the above positions may be helpful.  Use the August Primary to cross train your election inspectors and ensure those inspectors are prepared for the additional challenges of a November General election.

August Reminder - Election Inspector Appointments

Election inspectors must be appointed by your Election Commission no later than July 15th (MCL 168.674). Remember Election Commission meetings are subject to the Open Meetings Act and formal action must be taken to appoint election inspectors (including receiving board inspectors and AVCB inspectors).  For more information, review Chapter 13 – Appointing and Training Election Inspectors of the Election Officials’ Manual.

Proposal 14-1

Ballot language posters for Proposal 14-1 have been mailed to County Clerks and should be received soon.  Two should be posted in every precinct on Election Day.

If you receive calls from citizens asking you to explain Proposal 14-1, the BOE recommends that you suggest they call your local State Representative or Senator.

Now Available:  “It’s time to vote” text and email reminders 

For the first time, Michigan voters can sign-up for free text or email reminders from the Secretary of State’s office whenever an upcoming election is around the corner.  To sign-up, go to Michigan.gov/sos and click on the red envelope.  A similar service is also available to remind drivers when it’s time to renew their license plate tabs.
