If you have not yet attended one of the BOE election security workshops, please sign up for the final 2024 Election Security Workshop in eLearning. The workshop will be held on Sept. 25, 2024. Election Security workshops are a great way to get cyber and physical security best practices from CISA (Cybersecurity and Infrastructure Security Agency) and other state partners, along with other important security related information to help you prepare for November.
There are also two AI-specific webinars featuring a speaker from CISA to help you understand the threats AI can pose ahead of November. Information for these Webinars is available in eLearning along with the Election Security Workshop.

September 6 is the deadline for cities and townships to establish, move, or abolish an early voting site or polling place for the November 5 General Election.
As a reminder, the moving of an early voting site or polling place requires:
- Township board or city council/commission approval
- Notice to voters
- Notice of the change posted at the old polling location
Clerks who have not already done so should verify that all early voting sites and polling places they plan to use will be available for Nov. 5. If any early voting sites or polling places change, this information must be updated in QVF.

- Thursday, August 15, 2024: Local clerks receiving ballot wording must forward to the county clerk.
- Tuesday, August 20, 2024: Boards of county canvassers must complete canvass of August Primary; county clerks forward results to the Secretary of State within 24 hours.
- Thursday, August 22, 2024:
- Beginning of period for regular inspection of AV drop boxes to ensure compliance with requirements.
- Beginning of period for required video monitoring of AV drop boxes (for all drop boxes ordered or installed after Oct. 1, 2020).
- Monday, Aug. 26, 2024: Board of State Canvassers to meet to canvass August primary.
- Saturday, Aug. 31, 2024: Democratic and Republican Parties to hold fall county conventions.
- Friday, Sept. 6, 2024: Democratic and Republican parties to hold fall state conventions.
- Friday, Sept. 6, 2024: Local clerk must inform applicable county clerk that absent voter counting board has been authorized by local board of election commissioners.

If you have not updated voter history for the 2024 August Primary must do so immediately. In addition to maintaining orderly election records and updating voter status, the proper recording of voting history provides voters with verification and confidence that their ballot was counted.
Although early voting history is already recorded from the EV electronic pollbook, the provisional affidavit ballot and voter-not-in-possession-of-ID counts from early voting will need to be entered manually via this form in eLearning:August 2024 Provisional Ballot & Aff of No ID.
When you upload your Election Day voting history from the Election Day electronic pollbook, the provisional affidavit ballot and voter-not-in possession-of-ID counts from Election Day will also be saved to QVF. You need to manually enter only the provisional envelope ballot totals, if any.
There are some circumstances that require you to manually add or remove a voter’s history for an election, including:
- Voters added to the “Unlisted” tab in the ePollbook, or manually added to the Precinct List after voter registration issues have been resolved. Note: any voter with a DL/PID entered on to the Unlisted tab is updated automatically and doesn't need to be manually updated.
- Voters who received and cast provisional envelope ballots (if counted).
You must also manually remove voting history for AV voters whose ballots were received in QVF and rejected after the election (voter ballots rejected by Election Day will not have voting history). A ballot may have been received and then rejected if, for example, a voter returned a ballot and then passed away before Election Day. Prior to the August election, most chapters of the clerk accreditation manual, as well as a new Chapter 11 covering early voting, were posted in the eLearning Center and on the BOE website. These resources have been updated to be consistent with election training this cycle, incorporating new constitutional and statutory provisions such as early voting, tabulation of AV ballots ahead of Election Day, preregistration for individuals between ages 16 and 17.5, the monitoring and availability of AV drop boxes, in addition to providing the most up-to-date reference point for any questions that may arise.
