Regular Edition News Update #2023-24

Proposal 2022-2 Regional Training 

We are pleased to announce several dates for region-based Proposal 2022-2 and election law update training for clerks and their staff. The training will include the following topics: 

  • State Funded Ballot Drop Boxes 
  • Prepaid Absent Voter Application and Ballot Postage 
  • Permanent Mail Ballot List 
  • Presidential Primary Ballot Selection Form 
  • Absent Voter Ballot Tracking 
  • Signature Cure 
  • Photo ID 
  • MOVE Ballot Postmark Date 
  • Absent Voter Ballot Early Processing 
  • In-person Early Voting 

Virtual sessions of the training will also be offered after the November 7, 2023 election. Information regarding those sessions will be provided at a later date. 

 

Bureau of Elections Operations Updates

As communicated in the June 23, 2023 News Update, when using a permit, USPS will send an invoice (see below) to your jurisdiction indicting the postage cost incurred, the postage amount due, and that the above amount has been deducted from your advance deposit account. The advance deposit account is the master account established by the State of Michigan. Your jurisdiction should not incur actual charges from this mailing. If you do find that your account has been charged, please email the invoice and proof of the debit from your account to BOEOperations@michigan.gov. You can keep these invoices for your records if you wish, however, no action is required and you will continue to receive them for the life of the permit. Although invoices list Shelly Belton and direct contact info, it is best to email MDOS-BOEOperations@michigan.gov for faster response

Prepaid Postage Help 

Bureau of Elections has created a Prepaid Postage – Clerk Guide to cover prepaid postage common questions on the process. If you question is not covered in this guide, please email MDOS-BOEOperations@Michigan.gov, Subject Line: Prepaid Postage Question 

Drop Box Order Status 

If you need an update on your drop box order status, please email MDOS-BOEOperations@Michigan.gov, Subject Line: Drop Box Order Status 

Reimbursement & Early Voting Grant Requests: 

BOE is accepting but not processing reimbursement requests for Drop Boxes, Prepaid Postage and Early Voting Grant Applications. We are following up with jurisdictions if any of the requests are missing information, however, we are not issuing reimbursements at this time. Our efforts are still focused on completing Election Security reimbursements.  

If you have an outstanding Election Security request, please ensure you are responding to any follow up request for additional information or clarification about your request ASAP.  

For jurisdictions that need to submit reimbursement requests for drop box installation, maintenance and/or security camera purchase, the drop box reimbursement form in eLearning has been updated to reflect the additional reimbursement opportunities.

Reporting Weekend Hours for November 7 Election 

All clerks must report the hours the clerk's office will be open for absentee voting the Saturday and/or Sunday prior to the November election. The Michigan Election Law requires the clerk's office to maintain a minimum of eight hours over those two days. The time may be split between Saturday and Sunday or all conducted on one day. This information must be entered in to QVF no later than Monday, October 9. This information also must be posted with other township or city postings in a central location. To enter this information into QVF: Select “Elections” from there select “Jurisdiction hours”, select your jurisdiction and enter your Business and Pre-Election Weekend Hours and add any additional registration locations using the “additional registration” button if needed. Select ”Save” before exiting. 

See the QVF Manual Chapter 11 - Clerk Contacts for further instructions. When you enter this information into QVF, voters will see it under the Election Information “Your Clerk” tab on the Michigan Voter Information Center, Michigan.gov/Vote. 

 

Election Inspector Appointments 

Election inspectors for the November election must be appointed by your Election Commission no later than October 17.  

Remember: Election Commission meetings are subject to the Open Meetings Act, and formal action must be taken to appoint election inspectors (including receiving board inspectors and AVCB inspectors).  

When recruiting election inspectors, you can hire anyone registered to vote within the state as well as 16- or 17-year-olds. In addition, the inspectors can be of any state-recognized political party. Inspectors may not choose “independent.” The Election Inspector Application lists the eligible parties.  

Election inspectors appointed by the election commission must have received proper election inspector certification within the last two years from a county or authorized jurisdiction.

QVF Software Updates

UOCAVA Online AV Applications: Inbox notifications for received online AV applications from MVIC now include whether the voter has a UOCAVA status or not.  

AV Scan: Voters can now be added to the Perm Ballot/Accessible Ballot list using AV Scan.
