Uploading Voter History 

Thank you to clerks across the state for timely uploading voter history for the August 2, 2022 election. We very much appreciate your diligence in fulfilling your duties, especially during a busy time wrapping up the last election and preparing for the next. Because the provisional ballot and affidavit of voter not in possession of ID information is included with this upload, those reports were also timely submitted if you uploaded your EPB. If you are one of the very small number of jurisdictions that has not yet completed your upload, please do so immediately. If you manually uploaded your voting history rather than uploading the EPB, please make sure you also submitted your Provisional Ballot and Affidavit of Voter Not in Possession of ID Survey.

Voter Registration Mailing Update

Next week, the Michigan Department of State will begin sending voter registration mailings to eligible but unregistered individuals with a Michigan driver’s license or state ID card. The mailings are part of Michigan’s participation in the Electronic Registration Information Center (ERIC) program. Through the ERIC program, Michigan obtains information about individuals who are eligible but not registered to vote in Michigan, as well as information about registered voters who may have left the state or otherwise become ineligible. Based on data received from ERIC, the Bureau of Elections will be sending voter registration mailers to approximately 140,000 individuals. These mailers will notify Michigan residents of their voter registration eligibility and offer options to register online or to return the inserted card to the Secretary of State to be registered. Registration will occur through the driver database – clerks will not be mailed forms. However, the mailer also gives voters information on how to contact their local clerk to register to vote if the voter prefers that method of registration. Additionally, if a voter returns the form to you instead of the Bureau, the form contains all required information for a voter registration form, and you may use the form to register the voter. 

Because voter registration through these mailers will occur primarily through the driver database, clerks should not expect an increase in voter registration forms mailed to their offices as a result of these mailings. However, you may see an increased number of new voter registrations in QVF as a result of these mailers. These mailers can be identified by their green color and Be a Voter message across the top or a white postcard.   Our office will be tracking the registration response to improve our future efforts. QVF Updates 

  • Scanning AV barcodes in Voter Search – an earlier issue has now been corrected so that you can search for a voter by scanning an absent voter application or ballot label barcode from either the Voter Search or the AV Scan module.   
  • Dymo label barcodes are slightly taller. This should make it easier to scan barcodes.  
  • The Perm Accessible Report’s CSV format now includes the voter’s email address. 
  • New Inbox Feature: When clicking the EDIT button for an intermediate move notification in the Inbox, an address selection window will pop up, allowing you to choose to open either the newer (Moved To) address or the former (Moved From) address.

Conditional Approval of Ballot Proofs 

The Bureau of Elections is accepting ballots for conditional approval as to form for the November 8, 2022 election. Counties are encouraged to submit them as soon as possible to ensure that absent voter ballots are available for voters on or before the statutory deadlines of September 24 (for military/overseas voters) and September 29. Counties should submit ballots to Dave Tarrant at TarrantD2@michigan.gov. 

Under the Michigan Constitution and Michigan Election Law, it is possible that ballot contents will change as late as September 9. Additionally, the Board of State Canvassers is meeting today, August 31, to determine the sufficiency of two additional constitutional amendments. 

 

County Clerks - Ballot Administration Due

Ballot Administration due no later than September 6th!    

The QVF Ballot Administration deadline for the November 8, 2022 election is September 6th! Meeting this deadline is critical to ensure that city and township election officials can access their assigned election administration tasks for their voters.  

NOTE – Marking Winners  

Winners from the August Primary can be marked in the August Ballot Administration and will be transferred over to the November Ballot Administration.  

To mark a candidate as a winner, open the candidate, check the “winner” box and select save.

Contact Sarah McMillan by emailing her at mcmillans@michigan.gov  to add any offices or to unlock your Ballot Administration. You have the ability to unlock Ballot Administration yourself by unchecking any boxes until the survey deadline. Once all information is in and marked complete at 100% statewide, we will enable the MOVE Ballot and the Michigan Voter Information Center (MVIC) website.

Polling Place Changes Deadline Approaching  

September 9 is the deadline for cities and townships to establish, move, or abolish a polling place for the November 8 general election. 

As a reminder, the moving of a polling place requires: 

  • Township board or city council/commission approval 
  • Notice to voters 
  • Notice of the change posted at the old polling location 

Clerks who have not already done so should verify that all polling places they plan to use will be available for November 8. If any polling places change, Clerks should inform BOE as soon as possible by adding this information into QVF.  

For full details on what can be used as a polling place and accessibility requirements, refer to Chapter 14 of the Election Officials'  Manual and review the voting precincts and voting locations and accessibility training online courses on eLearning. Please note that the procedure for moving polling locations is different than the procedure for moving precinct boundary lines or permanently consolidating precincts.

Voter Registrations Forms on Michigan.gov/Elections 

The Michigan Department of State is working to expand voter access and voter resources. Voter registrations forms are now available in Amharic, French, Japanese, Pashto, Russian, Somali, and Vietnamese. This adds to the list of forms that were already available (Arabic, Bengali, Burmese, Dari/Farsi, English, Hindi, Korean, Mandarin and Spanish). All forms can be printed offline.
