Qualified Voter File (QVF) Multifactor Authentication Reminder

Bureau of Elections staff continue to send out Yubikeys to clerks across the state. If you have received your Yubikeys, your Multifactor Authentication (MFA) User Administrator (which will be the Clerk or designee) should enable multifactor authentication for all users in your city, county, or township. This will further secure your QVF access.

Users have two MFA options: smart phone or Yubikey. Enabling Yubikeys requires that you use either Edge or Chrome browsers. Internet Explorer cannot be used for this purpose. Please see the QVF Troubleshooting Guide for printer support for Chrome and other browser settings questions.

To assist the QVF Help Desk support calls and ensure a smooth rollout, please work with your User Administrator to enable MFA according to your Yubikey delivery date. If the clerk wishes to delegate the Multifactor Authentication User Administrator duties to another user or does not see the User Admin Lookup option, please email qvfhelpdesk@michigan.gov to request a change. Please refer to the Yubikey schedule below and enable by your designated due date:

Users that do not eable MFA by their designated due date will be automatically enabled by the QVF software. Please refer to the MFA materials found under the QVF Help Menu or the Elections eLearning Center for additional reference. 

All new users are now prompted upon their first login to complete their user agreement and enable their MFA before accessing QVF.

Statewide Risk-Limiting Audit

The Random Number Selection for the Risk-Limiting Audit occurred this morning.  BOE staff, along with Diana Bosworth, Eaton County Clerk, and Mary Clark, Delta Township clerk, took turns rolling 10-sided dice to randomly generate a 20-digit number that was used by the audit software to randomly select ballots to be reviewed for the audit. The event was livestreamed and you can view the recording here.

Next, local clerks will be given their ballot retrieval list by their county clerk. New Users Requesting QVF Access

New clerks, deputies, and other elections office staff requiring QVF access need to follow this process.

  1. Every new user needs their own Elections eLearning Center account. Use the “Need to set up an eLearning Center Account?” link on the Michigan Elections eLearning Center login page to request eLearning access (and to report any other staffing changes in the office).

 

  1. Complete required QVF training. Each user logs into eLearning to search for and take the QVF training they need online.

At this time, everyone starts with the QVF Basic User Curriculum. The curriculum groups needed items together, including handouts, the Troubleshooting and Profile Preferences guides, and the Online Course. QVF Basic Users will be able to track AV applications and ballots and help with voter registration during the 14 days prior to and on Election Day.

QVF Complete users get full access to QVF functionality, including year-round voter registration, the QVF Inbox, card printing, status changes including notice printing, and more. Since in-person QVF Complete classes are not being held at this time, users needing Complete access should take the QVF Basic to Complete online course.

The QVF User Administrator will monitor course completion and email QVF usernames and passwords within a week of course completion. Users will now complete the QVF User Agreement as part of the initial login process. Please email qvfhelpdesk@michigan.gov if you have further questions about QVF access.

 

News Update Subscriptions

To ensure that all offices are receiving critical election related news we have started a scheduled upload of email addresses associated with active eLearning accounts to the News Update subscription list. This will ensure all users designated as “clerk” are added to the subscription list. It will not automatically add all eLearning users to the News Update; you are welcome to add your staff’s email addresses to the list directly by following this link and entering their individual email addresses, or by forwarding a News Update article to them and having them click the “Subscribe“ button at the bottom. You can also use that link to check your own subscription status and set your preferences.

If you are receiving this News Update and are no longer an active clerk or authorized election staff member then you may still have an active eLearning Account.  Please contact us at electionselearning@michigan.gov and report any departures or staffing changes. As long as you still have an active eLearning Account your name will continue to be added to this subscription list.
