Destruction of Presidential Primary Ballot Selection Data

The BOE is currently in the process of destroying the ballot selection data for the 2016 Presidential Primary election as required by MCL 168.615c.  If you receive a FOIA request for the Applications to Vote or Absent Voter Applications for the 2016 Presidential Primary election, please contact Lori Bourbonais (bourbonaisl@michigan.gov or 517-241-0395) before complying with the request.

Precinct Delegate Deadlines Approaching

As we enter the even year Election Cycle, it is important to review the procedures associated with the election of precinct delegates as they are unique in many ways.

Major points:

  • The Libertarian Party will have precinct delegates in 2018.
  • County and District political party chairs must certify the number of Precinct Delegates to be elected in each precinct to the County Election Commission no later than Friday, April 1, 2018.
  • Precinct delegate candidates are required to file an Affidavit of Identity to gain ballot access; petition signatures are not required.
  • Precinct delegate candidates must file with their County Clerk.
  • The precinct delegate filing deadline elapses at 4 p.m. on May 8, 2018.
  • Anyone who wishes to seek a precinct delegate position with write-in votes must file a Declaration of Intent with the city or township clerk by 4 p.m. August 3, 2018. As an alternative,
    such candidates may file a Declaration of Intent with the appropriate precinct board on the day of the election. Declaration of Intent forms must be provided to each precinct board.
  • The precinct board is responsible for certifying the candidates elected to precinct delegate positions. Canvassing documents must be provided to each precinct board.

Filing Requirements for Precinct Delegates

Training, training, training!

 

Classes have begun! Each person must register for training as seating is limited through their own account in the Elections eLearning Center. Use the Election Account Request form to request a new account or update/reactivate old accounts or to report resignations.

The following required training classes are being held.  See this help document on How to Register for Classes

  • Train the Trainer - Began January 18th! for those counties and large jurisdictions that train and certify election inspectors.
  • QVF Training - Not a refresher, this is brand new software! Anyone who uses the current QVF or EMP systems must take this class to receive their login to the new software . Classes begin February 5th.
  • Election Cycle Preparation - For all jurisdictions' election office staff 

Additional sessions of the Election Officials' Accreditation will be scheduled later this summer.  Please read the weekly newsletters for announcements of when class dates are set.

This will show you examples of valid user names and allow you to request a password reset email. If you don't see the reset email, check your spam or junk mail folder.  If you don't receive the reset email, your account may be inactive. Complete the Election Account Request form

 Who do I contact at the Bureau of Elections when I have a question?

Answer:

With many BOE staff committed to projects and training classes, the best way to get help is to send an email with a detailed description to the correct BOE division.  With many staff on the road, using the division email accounts will allow the on-duty staff to assist you quicker.  Use our BOE Contacts for Election Officials  chart to determine the correct division to email.  For faster service, please email or call once for each question.

Ballot Container Inspections

Pursuant to Michigan election law, MCL 168.24j, the Board of County Canvassers must complete a countywide ballot container inspection no later than June 1, 2018. All ballot containers owned by the county and the cities, townships and villages located within the county must be included in the inspection.

The term “ballot container” is used to mean 1) any containers used to transport and secure ballots and 2) any containers used to secure memory units and test data.

At the November 2016 recount, BOE discovered many ripped and worn ballot containers.  Great care should be taken to ensure ballot containers are reviewed well at inspection but also prior to every election.  A listing of all approved ballot containers is on our website.  Two new containers have been approved in the last two months.

BOE also recommends the use of test ballot containers to ensure test ballots are not stored with Election Day ballots. Test ballot containers must also be approved by the Board of Canvassers. It is also a good idea to have old ballot containers approved in case they are needed in an emergency (i.e. another container rips).

2018 Election Supply Ordering Available Next Week in the Elections eLearning Center

Local clerks should work with their county to have orders placed on their behalf. Counties and large jurisdictions will be notified when the ordering process is available.
