Technical Support - November General Election
The following support will be available from the QVF Help Desk and BOE Election Specialists prior to and on Election Day:
- Saturday, November 5 and Sunday, November 6: The QVF Help Desk will provide on-call support from 9:00 a.m. until 4:00 p.m.
- Monday, November 7: Election Specialists and the QVF Help Desk will be available from 8 a.m. until 8 p.m.
- Election Day (Tuesday, November 8): Election Specialists and the QVF Help Desk will be available from 6:30 a.m. until 11 p.m.
*NOTE: If you receive voicemail, please leave only one message with detailed information about the problem you are encountering. This ensures a clean call log and allows the Bureau of Elections to return calls more efficiently.

ePollbook Users: There are a number of helpful resources in the eLearning Center. In addition to the Electronic Pollbook User Manual, tutorial video clips with step-by-step instructions on how to install and manage the EPB software prior to Election Day are available.

Unlisted Voters
Every voter who registers to vote prior to the close of registration for the election must be extended a full opportunity to participate in the election despite the occurrence of an administrative error or delay in the processing of his or her voter registration application.
An elector whose voter registration record cannot be located on Election Day can vote if he or she presents a voter registration application receipt validated on or before the "close of registration" for the election at hand.
As a precondition, the elector must complete and submit a new voter registration application before a ballot may be issued.
If the elector is unable to produce a validated voter registration application receipt, and it is determined that the voter is not registered in another precinct within the jurisdiction, Michigan election law provides that the elector can vote a Provisional Ballot by:
Completing a Provisional Ballot Form affirming that he or she submitted a voter registration application through a Secretary of State branch office, a designated voter registration agency, the county clerk or the mail on or before the "close of registration" for the election at hand; and
Providing identification to confirm his or her identity and residence.
NOTE: A voter who has a picture ID with an address in the precinct listed will have their ballot tabulated as an Affidavit ballot on Election Day. If the picture ID is a drivers license, that's likely a data transfer error and the Provisional Ballot process remedies that error.

 Provisional Ballot Report
In an effort to collect all of the information needed on Provisional Ballots for the EAC Survey, BOE will be adding a section to this election's Provisional Ballot Report. These questions have been asked after General Elections in the past through the EAC Survey, we hope this change will allow for easier and more timely data collection for election administrators.
The additional questions are related to the reasons why envelope ballots were not counted, including:
- no signature
- voter in the wrong precinct
- no picture ID verification
- no residency verification
Please note, the Provisional Ballot Report survey will be released on Election Day but completion is not required until the six day evaluation period has expired.
