Reporting units can expect the following MPSERS School Aid Fund (SAF) payments for fiscal year (FY) 2027. Here’s a summary of the MPSERS payments from Public Act 25 of 2026.
- 147e MPSERS Reform Defined Contribution Offset will return for districts, ISDs, charters/PSAs, and community colleges.
- 147a (formerly labeled 147a(2)) MPSERS Normal Cost Offset will return for districts, ISDs, charters/PSAs, and libraries.
- 147c MPSERS UAAL Rate Stabilization will return for districts, ISDs, charters/PSAs, and libraries.
- 201(4)(a) MPSERS Cost Offset, 201(4)(b) MPSERS Normal Cost Offset, and 201(5) UAAL Rate Stabilization will return for community colleges.
- 236(9) MPSERS Normal Cost Offset will return for universities.

The Reporting Authorization Certification (R0688C) form is sent to all reporting units near the beginning of each school year. This form includes the contacts and users for your reporting unit, as listed in the “Your Contacts” section on your Employer Reporting homepage. It’s critical to review this information to make sure the list is correct, complete, and up to date, and to make sure the staff at your school have the proper user access to load and process payroll reports and payments.
Having current contact information is also important to make sure ORS is contacting the correct staff when communicating with reporting units about changes in retirement law, reporting and payment issues, programming updates, and more.
Superintendents or chief administrators (ADM2) should receive this form soon. If there’s a change to the authorized individuals we have listed, please update the designated area on the form with the new information. We’ll then update our system with the changes as the project progresses. Please email the completed and signed form to ORS Employer Reporting at ORS-Contract-Review@Michigan.gov by Oct. 19, 2026.
As a reminder contact changes can happen throughout the year by the Web Administrator on the Employer Reporting website.
To make changes to the Web Administrator or Payment Processor access, complete the necessary Web Administrator Authorization (R0687C) form and/or the Payment Processor Authorization (R0842C) form, depending on which roles need to be updated. Thank you to the reporting units that provided their payroll schedule and pay periods for September and October. The online form is now closed.
Your answers create a report that our Benefit Plan Design team uses to estimate total wages earned in September but paid in October. This is part of our fiscal year-end accounting. Overall, your answers help strengthen the long-term health of the retirement system.

ORS is starting the annual wage review audit for fiscal years 2020 through 2025. We’ll check member wages in MPSERS, and look for any pay increases that go past the allowed limit. Some reporting units might need to send us more information. Please check your email for these requests.

What does a better employer reporting experience look like? On Aug. 12, a group of employers joined ORS to share their perspectives, challenges, and ideas for the future of Employer Self-Service (ESS). The interactive session sparked thoughtful conversations and gave employers a chance to help shape how ESS evolves to better support their work.
Their feedback will help ORS focus modernization efforts on the improvements that matter most to employers, from saving time and increasing accuracy to making reporting easier and more intuitive. Participants found the session valuable, and now we want to hear from even more voices.
As the redesign of ESS moves forward, employers will continue to play an important role in shaping the platform. You recently received a short survey about the new platform. Please complete it to share your experiences and priorities for improvement. You can also volunteer for future research and feedback sessions to help guide the redesign.
