More opportunities for reporting units to hire substitute teachers are provided through Public Act 149 of 2021.
Remember to report active substitute teaching wages and hours using employment class code 1870. If an employee performs multiple jobs for your reporting unit, make sure you are using the correct employment class code for the wages and hours earned for each job. Please see the Reporting Instruction Manual section 13.01: Detail 2 Employment Class Codes and Definitions for more information.

Are you new to public school reporting? We have educational resources to help you. To access essential employer reporting material and detailed information, new payroll staff will want to bookmark the Employer Information website (Michigan.gov/PSRU) for valuable information and resources.
From the Employer Information site, click Reporting Resources on the left navigation, then click Education & Training. Here you can find helpful learning tools and information, such as webinars, tutorials, and job aids. The Introduction to ORS Reporting is a condensed summary of the Reporting Instruction Manual (RIM) in PDF format intended for new payroll staff. You will find an overview of the benefit plans and the who, what, when, and how of ORS reporting.
Our tutorials are online e-learning modules on topics like reporting retiree wages, reporting new employees, and completing Final Payroll Details.
Under Reporting Resources, you can also find the Reporting Instruction Manual (RIM). The RIM provides information and instructions to help you comply with reporting and payment requirements of the state retirement law. The information in the manual is adapted from state statutes, board decisions, and retirement system policy. If there are discrepancies between the RIM and the law, the provisions of the law govern.
Beginning in February, each eligible reporting unit will receive a credit for the DC employer contributions it paid for employees who did not vest in the past year. This will be an annual credit distributed around February each year.
The contributions will appear as a credit on your pay cycle statements in early- to mid-February and are to be used only for employer contributions. Web Administrators will receive more information as soon as it becomes available.
