As we announced in last month’s newsletter, access to the ORS Employer Reporting website will be managed by MILogin beginning Nov. 22. You can review that article here.
Each Employer Reporting website user will receive an email from the Office of Retirement Services (ORS) the week of Nov. 15. The email you receive will be targeted to one of two groups.
- Some existing Employer Reporting website user IDs are available as MILogin user IDs. These users will have a MILogin account created for them based on their reporting website user ID. They will receive an email with instructions and their MILogin user ID.
- Other existing web users have Employer Reporting website user IDs that are not available as MILogin user IDs. These users will need to create a MILogin account. They will receive an email with instructions for that process.
All web users will be required to use MILogin to access the Employer Reporting website beginning Nov. 22.

The State of Michigan 457 Plan will become available to all Basic and MIP members with the Premium Subsidy benefit in late May 2022. Previously, if a reporting unit wanted to offer the State of Michigan 457 savings option (also known as the Deferred Compensation Option) to these members, the reporting unit had to sign up through ORS.
This change in May will require reporting units to report a DTL4 record for every employee with a DTL2 record. This will allow Voya Financial (the third-party administrator for the State of Michigan 457 Plan) to receive the most up-to-date demographics and to send PINs to eligible members to sign up. If an eligible employee chooses to sign up, the percentage will be fed over on the DC Feedback File.
ORS will code the system to require a 01, 07, 08, 09, and 11 wage codes reported on a DTL2 record to also require a DTL4 record. If a DTL4 record is not reported, the DTL2 record will suspend with an error message. We suggest you start working with your payroll vendors or IT staff to program this required change. ORS has been working to update the Reporting Instruction Manual (RIM) to be a more useful reporting resource for payroll staff across Michigan. Last month, ORS held two focus groups to get feedback on a pilot version of the newly revised version of the RIM. We also invited payroll staff with less than four years of experience to offer feedback by completing a questionnaire about the RIM pilot.
We are reviewing and taking into consideration the feedback we received and are finalizing the chapters for the rollout of the new version. Thank you to all the participants who took the time to participate and give their input. We’ll soon announce the publish date for the new version, along with guidelines highlighting what has changed and tips for use.
In our August newsletter, we announced that the Michigan Office of Retirement Services (ORS) staff would be returning to the office at the Mason Building in Lansing. The original return date in September was postponed until Dec. 6.
As a reminder, the ORS walk-in office will remain closed. For the convenience of our members (including you), ORS has installed a secure document drop box inside the lobby of the Mason Building. The ORS drop box is available during business hours, and ORS staff will regularly retrieve and process the documents.
ORS has representatives available in its contact center and miAccount from 8:00 a.m. to 5 p.m. Monday through Friday, excluding holidays, to answer any questions members may have. Members can reach us by sending a message through the miAccount Message Board or at 800-381-5111. Our member websites, Michigan.gov/ORSSchools (for Basic and MIP members) and MiPensionPlus.org (for Pension Plus and Pension Plus 2 members) are great resources for member information.
