I
hope you were able to join us for the Oakland County Juneteenth Celebration on June 14 held at the Oakland County Courthouse. It was a fantastic event with great speakers, food and vendors.  

This month, we would like to highlight how Economic Development is looking toward the future to improve the quality of life of our residents and workers. If you look at this month’s Data Corner, the U.S. Census Bureau has recently released updated County Business Patterns data. We hope our businesses will use this data to analyze market potential, measure the effectiveness of sales and advertising programs, set sales quotas, develop budgets and more.  We're also always looking to improve our sustainability and make advancements in technology. With that in mind, we visited FEV North America Inc. to learn how they are creating safer, more sustainable transportation around the globe. Additionally, we attended Lightning Day hosted at Oakland County’s Farmers Market. This event provided the opportunity to take a ride in Lightning eMotors' zero-emission vehicles.

Are you looking to grow as a company, or do you want a better understanding of zoning requirements in Oakland County? Our Planning Division has created a new interactive map for Planned Commercial/Office and Industrial Areas in Oakland County just for this purpose. We hope this map will be a valuable tool for communities, developers and businesses as a first step in seeing what is currently being planned for development in the county.

For businesses and developers, our Planning Division has created a new map showing Planned Commercial/Office and Industrial Areas in Oakland County based on the latest master planning information available from cities, villages and townships.

When it comes to our historic downtowns, sometimes the best way to look to the future is to preserve the past. That’s why I’m proud to congratulate John Bry, administrator of Main Street Oakland County’s (MSOC) coordinating program, for being elected to Main Street America’s Leadership Council for a three-year term. In this new role, Bry will join fellow Main Street leaders from across the U.S. in preservation-based community revitalization.

I encourage all residents to take a quick survey to help bring faster, more affordable internet to Michigan. The more people we have taking the survey, the greater the likelihood that our state, county and communities will get the funding needed to build and improve broadband availability, affordability and accessibility for Oakland County residents. We are also continuing to improve public transportation for our residents, so I am pleased to announce that the Western Oakland Transportation Authority (WOTA) will be expanding into new communities and piloting extended hours for employment and medical rides. Residents of Orchard Lake, Keego Harbor, Sylvan Lake and Lake Angelus will now have access to WOTA’s transportation service. 

For Oakland County Veterans, we have many exciting opportunities, including two upcoming Veteran Resource Fairs as well as two Veteran Food Drives. All Oakland County Veterans and their families are welcome to attend all our events.

County Business Patterns

The U.S. Census Bureau has recently released updated County Business Patterns data for county- and ZIP Code-level geographies for 2021. This data shows detailed annual information on the number of establishments, employment during the week of March 12, and first quarter and annual payroll at the national, state, MSA, CSA, and county and congressional district levels for nearly 1,000 industries.

This information is useful for studying the economic activity of small areas. Federal agencies use it to determine employee concentrations and trends by industry. Private businesses can analyze market potential, measure the effectiveness of sales and advertising programs, set sales quotas, and develop budgets. State and local government offices can assess business changes, develop fiscal policies, and plan future policies and programs.

CBP data comes from the Business Register (BR), a database of all known single- and multi-establishment employer companies maintained and updated by the Census Bureau. It contains non-survey data, usually tax return information. 

Payroll Establishments by the numbers in Oakland County: 

39,178* – The number of employer establishments in Oakland County in 2021, a slight increase from the 2020 figure of 39,023.

677,968* – The number of paid employees in Oakland County in 2021.

$48.7 billion* – Estimated annual payroll of establishments in Oakland County

Oakland County Economic Development Leaders Visit FEV North America Inc.

Sustainability is a key factor that unites us as a community, so Economic Development leaders along with Oakland University, the City of Auburn Hills, the Michigan Economic Development Corporation and the Oakland County International Airport were pleased to attend a site visit of FEV North America Inc. There they attended a special “Technology Showcase" to see how FEV North America's innovations are paving the way for safer, more sustainable transportation around the globe. FEV North America Inc. shares Oakland County’s vision and expertise for safer mobility and transportation throughout the county and the plan has already been set in motion. We look forward to working together on future pilot opportunities within Oakland County communities.

Oakland County Economic Development Leaders Attend MI Lightning Day Presented by Lightning eMOTORS & CALSTART 

Lightning eMOTORS and CALSTART are working to bring zero-emission commercial vehicles to Oakland County.

Earlier this month, Lightning eMotors showcased two of their zero-emission vehicle solutions the ZEV3 and ZEV4 along with their 420kWh mobile charging solution at Oakland County’s Farmers Market. This event gave attendees the chance to ride and drive the vehicles, which are built for commercial fleets, public transit and school buses.   

The goal of this event was to showcase zero-emission vehicles to key stakeholders: transit and school fleets, first responders, community members and government entities. It was also a great opportunity to meet with representatives from Lightning eMotors, CALSTART and other key stakeholders.

Take a Quick Survey to Help Bring Faster, More Affordable Internet to Michigan

From online schooling to telehealth appointments to working from home, the internet is necessary for day-to-day lives. In some areas of Oakland, Macomb and Wayne counties, high-speed internet is unavailable, slow or unaffordable, making completing everyday tasks difficult. By taking the 5-minute Michigan Moonshot survey and broadband speed test, you can help create an accurate map of internet connectivity in the tri-county area. The more accurate the map, the better chances the state, county and communities will have at getting the funding needed to build and improve broadband availability, affordability and accessibility for residents in Oakland, Wayne and Macomb Counties.

To identify gaps in internet services and affordability issues, the three counties have partnered with Merit Network, a Michigan-based nonprofit, to develop a survey to reach all properties in Macomb, Oakland and Wayne Counties.

The Planning Division has developed a county map (PDF format) that provides an overview of areas planned for commercial/office and industrial land use.  This PDF provides visual information on general future land uses based on each community's most current master plan.

When viewing this map, here are some points to keep in mind: 

  • The data is parcel-based 
  • Parcels are not necessarily available for purchase or development 
  • Parcels shown as undeveloped are those that are currently vacant or in a use less intense than commercial/office and industrial, such as agricultural, extractive, or single-family residential land use
  • Undeveloped portions of improved parcels are not shown 
  • Parcels that have multiple planned uses are split and shown separately 
  • The buildable acres shown for each parcel have been estimated by subtracting areas covered by water or swamp/marsh from the total area 
  • A field survey would be required to determine the actual buildable area of each parcel 

“We consider this to be a valuable tool for communities, developers, and businesses to utilize as a first step in seeing what is currently being planned for in the context of what is already developed in the county,” says Ryan Dividock, supervisor of the Oakland County’s Planning, Zoning and Land Use Unit. ”Those interested in a particular area or parcel should contact the appropriate city, village or township to understand specifically what the community land use plan and zoning ordinance requires.”

This map does not indicate current zoning or the intensity of land use permitted by the zoning ordinance.  The current zoning may be different from the planned future land use.  For example, there may be undeveloped parcels currently zoned for commercial/office or industrial use that are not represented on this map because they are not planned for commercial/office or industrial use.

Bry Elected to Main Street America Leadership Council 

John Bry, administrator of Main Street Oakland County’s (MSOC) coordinating program, has been elected to the Main Street America’s Leadership Council for a three-year term.  In this new role, Bry will join fellow Main Street leaders from across the U.S. as a liaison between Main Street America’s (MSA) Coordinating Program Network nationwide and the Advisory Board to MSA’s Board of Directors in Chicago.

MSA was established in 1980 as a program of the National Trust for Historic Preservation to encourage preservation-based community revitalization.  Since 2013, MSA is a non-profit organization and independent subsidiary of the National Trust that continues to explore and share solutions with Main Street Coordinating Programs in cities, villages, and townships seeking the economic benefits of vibrant downtowns and neighborhood business districts.

“We are fortunate to have John’s expertise at the county,” says Bret Rasegan, manager of Oakland County’s Planning and Local Business Development Division.  “With 30 years of experience in Main Street, historic preservation, community development and heritage tourism, he is a valuable resource to our communities—increasing the capacity of local Main Street leaders through organizational support, professional development opportunities and mentorship.”

John is a Certified Main Street Manager and recipient of MSA’s 2023 Mary Means Leadership Award.

Oakland Transit Supported the SMART ‘Drive a Bus’ Hiring Event

Oakland Transit teamed up with Oakland County Michigan Works! to support the SMART "Drive a Bus" hiring event which took place on June 13. They took on the role of notifying all Oakland County Cities, Villages and Townships as well as our emerging transit contacts. The event was held on a beautiful, sunny Tuesday and over 50 potential new transit operators registered. We will continue to collaborate with SMART and Oakland County Michigan Works! to bring together job seekers with exciting career opportunities in the transit industry.

The Western Oakland Transportation Authority (WOTA) will be expanding into new communities and piloting extended hours for employment and medical rides. Residents of Orchard Lake, Keego Harbor, Sylvan Lake, and Lake Angelus will now have access to WOTA’s transportation service. Extended hours and routes began June 1.

MiCareerQuest Southeast Returning in November; Call Out for Additional Exhibitors and Sponsors  

Planning for the return of MiCareerQuest Southeast, Metro Detroit’s largest career exploration event for high school students, is well underway and organizers are putting out a call for additional employers to join their peers on Tuesday, November  14, to showcase in-demand occupations in advanced manufacturing, construction, health sciences and technology.  

More than 8,000 students and chaperones from 150 high schools across the six-county region are expected to attend the one-day event at the Suburban Collection Showplace in Novi.  Students will visit the four career quadrants that cover more than 400,000 square feet of floor space.  What makes MiCareerQuest Southeast so unique are the hundreds of hands-on, interactive activities that employers use to engage the students and introduce them to jobs that some never knew even existed.  There is no charge for an employer to participate in the event. 

“Interest in MiCareerQuest Southeast has been off the charts,” said  Jennifer Llewellyn, Manager of Oakland County Workforce Development, the event’s lead coordinating body.  “We’ve been contacted by so many schools in recent months, asking if MiCareerQuest Southeast is coming back, because it was such an eye-opening, positive experience for students in 2018-19. 

“Employers also are enthusiastically welcoming its return.  They thoroughly enjoy engaging tomorrow’s workforce and sharing their enthusiasm for so many great careers. We already have two-thirds of the quadrant spaces filled and our team is actively pursuing other employers to participate in the exciting event.” 

MiCareerQuest Southeast is funded by sponsorships, with several still available.  There are various sponsorship levels, ranging from $1,000 to $10,000.  Each comes with a number of benefits designed to highlight each sponsor’s contribution to helping expose tomorrow’s workforce to great career opportunities in southeast Michigan. 

“There are a number of expenses with an event of this size and scope and it cannot take place without the generosity of our sponsors,” Llewellyn said.  “We appreciate every contribution, which will go toward making this year’s MiCareerQuest Southeast the best one yet.”

Oakland County Veterans Services, Forgotten Harvest and Oakland County Parks are hosting two Veterans Food Drives this summer. Register today and join us to pick up free food and learn about what Oakland County Parks has to offer Oakland County Veterans and their families. Veterans will also have the opportunity to sign up to be mailed a free Oakland County Parks vehicle permit (expires Dec. 31, 2029), as well as obtain a Military Appreciation Voucher. This voucher can be used for one campground stay, waterpark entry or ORV park entry.

Bills Currently Discussed in Senate Could Streamline Veteran Property Tax Exemption 

The Senate is currently looking at bills where, if passed, Veterans and their families would need to only apply for a property tax exemption once, and surviving spouses would keep the tax benefit if their spouse died under a trio of bills discussed in a Senate committee Wednesday, June 7. 

The bills would require a property owner qualifying for the exemption to file paperwork once rather than annually. The bills would also set up an auditing process to ensure the tax given the change in filing. Additionally, the bills would clarify surviving spouses of a Veteran would keep the tax exemption in either a home they owned with their spouse, or a new home purchased after the death of their spouse.
