A Message From Ingrid Tighe

Oakland County Economic Development Director

Ingrid Tighe

Dear Colleagues,

As we wrap up the summer of 2022, I can't help but think about the future potential, not just for our children and young adults about to embark on a new school year, but for all Oakland County residents. Whether you are looking for a new career opportunity, starting a business, growing as a business, or looking for a better future, we hope you take advantage of the exciting opportunities and programs we have for Oakland County in the coming months.

Before anything else, thank you to all who donated to the Main Street Oakland County and Main Street Holly crowdfunding campaign at Patronicity.com/HeartOfHolly. Thanks to your generosity, the campaign was able to meet its goal, which will assist Holly as the rebuilding process begins. We truly have such a strong sense of community here in Oakland County. Together we are All ways, moving forward!

Among our upcoming events, I am excited to announce that Oakland County Economic Development will be a sponsor of the North American International Auto Show in Detroit. We will be sponsoring the café in the AutoMobili-D Hall, September 14-15.

I am also pleased to report the success of our pilot program OAKSTEM. Launched in 2021 by the Oakland County Planning and Local Business Development division, OAKSTEM has made it possible for 12 communities to plant 1,260 trees to date. Not only does this program increase the green infrastructure in our communities but it also helps protect against flooding, erosion, and other detriments. Learn more in the full story below.

TREES BEING PLANTED (MADISON HEIGHTS).

OAKSTEM Program:  Increasing Greenspace in the GWK District, One Tree at a Time

The pilot OAKSTEM program, launched in 2021 by the Planning and Local Business Development division, is wrapping up this fall and receiving positive feedback. Twelve out of the 14 eligible communities participated in this 1:1 matching grant program and have planted 1,260 trees to date.

The purpose of OAKSTEM is to increase the tree canopy and decrease impervious surface area in communities that make up the George W. Kuhn (GWK) Drainage District. Detrimental impervious surface impacts include flooding, erosion, and the urban heat island effect. Trees help soak up water and slow the rate of water moving across the land’s surface—improving water quality, increasing green infrastructure, and reducing traditional infrastructure needs and costs.

ONE TREE (BEVERLY HILLS).

The GWK Drainage District has among the highest percentage of impervious surface area in the county (49.2% compared to 19.9% for whole county). Tree cover in the GWK is 23.3%, while the overall county is 44%.

The participating GWK communities using the grant money for specific, targeted street tree planting projects in public road rights-of-way included Berkley, Beverly Hills, Birmingham, Clawson, Ferndale, Hazel Park, Huntington Woods, Madison Heights, Oak Park, Pleasant Ridge, Royal Oak, and Royal Oak Township.

The grant program was funded through a partnership of the Oakland County Water Resources Commission —George W. Kuhn Drainage District; Oakland County Board of Commissioners; and Oakland County Department of Economic Development.  Additional program support was provided by Pure Oakland Water and the Detroit Zoo.

The OAKSTEM program provided an incentive to GWK communities to either begin, or continue and expand, their public street tree planting program(s). Communities were encouraged to plant native and/or climate resilient species, where possible. The local knowledge was critical during the selection process, with species diversity being important, also. Total investment by the county and communities is more than $520,000 to date.

There was a universal positive response from the program participants, with all indicating interest in future participation if the program is offered again. Some specific feedback included:

“I wanted to pass along that the City of Madison Heights would say OAKSTEM has been a success. I would absolutely support this program in the future! Thank you for implementing it this year. Please let me know what we can do to encourage the continuance of this program.”
–Melissa Marsh, City Manager, Madison Heights

"The City of Hazel Park believes this was a terrific program and hopes it continues in the future. We were able to use the grant to repopulate our residential streets where trees were removed due to age and health. This allowed our residents to repopulate the trees on 12 different streets, over 34 blocks, throughout Hazel Park. We were able to plant 88 trees that will improve the aesthetic and environmental value of Hazel Park. As noted in the application, it will also reduce stormwater run-off and reduce flooding risks. It was a very successful and very popular program. We hope the county continues the program in the future, and we can plan to continue to enhance Hazel Park's tree canopy."
–City of Hazel Park’s Final Report Submittal

"Grant funds allowed Pleasant Ridge to plant additional street trees this year, supplementing our efforts to maintain an excellent street tree canopy. The benefits of street trees are many, from reduced stormwater runoff, to increased property values, and reduced urban heat island effect. We are hopeful that this program will continue in the future."
–City of Pleasant Ridge Final Report Submittal

The program is being administered by the Oakland County Department of Economic Development’s Planning, Zoning, and Land Use Unit.
