Background Information:

MSHDA is conducting a REIA on the Qualified Allocation Plan (QAP), known as “MSHDA QAP REIA”. The QAP provides policies within the Low-Income Housing Tax Credits program at MSHDA, which is how MSHDA builds affordable housing throughout Michigan.

MSHDA is partnering with Enterprise Community Partners and CEDAM to explore how the introduction of an equity lens, and potential changes to the 2024-2025 QAP, can expand equity in communities where Low-Income Housing Tax Credits are utilized for development. After information is collected and research is finalized, Enterprise Community Partners will provide preliminary recommendations to MSHDA regarding how equity can be increased within the QAP.

As part of the information collection process, we will host ten (10) virtual meetings for each MSHDA Prosperity Region. During these engagements we will seek to understand how you currently engage with the QAP or the housing that it creates, as well as your perception of equity in the QAP process and affordable housing development. Whether you are a developer, community member, community development/nonprofit organization, funder, or have another affiliation, you are welcome to join. To learn more about the REIA process please visit this webpage at QAP Racial Equity Impact Assessment (michigan.gov).
