CI Conference LogoMDE Continuous Improvement Conference

The 2023 MDE Continuous Improvement Conference on Thursday, October 19, 2023, at the Comfort Inn and Suites in Mt. Pleasant under the theme:

Continuous Improvement: Leveraging Systems, Strategies and Supports to Impact Outcomes for All Students

is just around the corner. Conference information, including the schedule, both on-site and virtual registration, and hotel information, can be found at the registration link. SCECHs will be available. If you have questions, please contact Ben Boerkoel.

Professional LearningLiving Into Continuous Improvement Webinars

As part of the MICIP theme of Living Into Continuous Improvement, MDE will be offering several webinar opportunities around Implement, Monitor, and Adjust which form the essence of the theme.

The webinars will be divided into two opportunities for schools/districts identified for CSI and those who support them and two opportunities for all schools/districts and those who support them. The schedule is as follows:

  • Schools/Districts identified for CSI and those who support them
    • Thursday, November 9, 1:00 – 2:00 pm
    • Friday, November 10, 10:00 – 11:00 am
  • All Schools/Districts not identified for CSI and those who support them
    • Monday, November 13, 1:00 – 2:00 pm
    • Tuesday, November 14, 10:00 – 11:00 am

The content for all webinars will be essentially the same, with a bit of additional information provided for schools/districts identified for CSI on meeting the ESSA requirements. Entities only need to attend one of the webinars. Connection information is as follows:

MDE would also like to offer other statewide webinars on topics that would support additional aspects of the Living Into Continuous Improvement theme. However, rather than being presented by MDE, we are looking for ISDs, districts, or schools who might be willing to share the good work they are doing from which the broader state might be able to benefit. We anticipate webinars to run anywhere from 30 to 60 minutes. MDE would set up and publicize the webinars; presenters would simply be asked to present. If you have something from which you believe others could learn regarding what it means to live into continuous improvement, please contact Ben Boerkoel.

Virtual MeetingMICIP Collaboration Series and User Group

In keeping with the overall MICIP theme for 2023-2024 of “Living into Continuous Improvement,” the MICIP Collaboration Series and the MICIP User Group will also use this as a focus during the coming year.

The Collaboration Series is a two-hour session focusing on an aspect of the MICIP mindset, process, and platform through presentation and small group conversation, including through examples from the field.

Registration information for the Collaboration Series is now available. You are not required to attend all sessions to participate but can do so as you are able

The purpose of the one-hour User Group conversation is to create a statewide community of shared learning where participants can learn with and from each other through sharing ideas and resources in small groups.

Registration will not be necessary for the User Group, with participation being on a drop-in basis at:

During the 2023-2024 school year the two opportunities will meet on alternate months, with the intent of creating coherence between presented topics and participant conversation. The schedule will be as follows:

  • November 15, 9:00 – 10:00 am – User Group
  • December – no session
  • January 17, 9:00 – 11:00 am – Collaboration Series Day 2
  • February 14, 9:00 – 10:00 am – User Group
  • March 13, 9:00 – 11:00 am – Collaboration Series Day 3
  • April 17, 9:00 – 10:00 am – User Group
  • May 8, 9:00 – 11:00 am – Collaboration Series Day 4
  • June 5, 9:00 – 10:00 am – User Group

For questions regarding the Collaboration Series, including an opportunity to share your continuous improvement journey with the rest of the participants, please contact Dave Hundt; for questions regarding the User Group, please contact Ben Boerkoel.

Living Into Continuous Improvement

As part of our Living Into Continuous Improvement theme for this year, each issue of MICIP Continuous Communication, we will be sharing responses to the question asked at the September meeting of the Michigan Continuous Improvement Facilitators Network (MCIFN):

What does it look and sound like to live into continuous improvement?

Some of the responses included the following:

  • People collaborating, digging, researching, and questioning around common focus areas.
  • People understand the WHY of professional learning.
  • Collecting, reviewing, and making responsible decisions based on multiple measures of data.
  • Having a common baseline of understanding and having collective responsibility for “the work.”
  • Lifting up all voices…teachers, students, and families/community.

Michigan Profile for Healthy Youth (MiPHY): Using the data to support your building’s culture and climate initiatives

What is MiPHY?

MiPHY is an anonymous online student survey that schools can administer for free to assess the health-related needs and strengths of their students and the protective factors of the school, community, family and student. The survey is for 7, 9, and 11 grade students, is offered every other school year, and includes questions on whole child topics including: social and emotional learning, mental health, violence/safety/bullying, alcohol, tobacco and other drugs, physical activity, nutrition, and sexual behavior. Using MiPHY data along with other school-reported data will help districts make data-driven decisions to improve health promotion and prevention programming.

How does the survey help with our culture and climate data?

The MiPHY survey includes questions that center on school, community, family, and individual domains. Districts can collect student perceptions around:

  • Student voice and input on decisions that impact them
  • Student - staff relationships
  • Opportunities for prosocial involvement
  • Bullying/safety at school
  • Student engagement/commitment to school

As districts look at their data, it is important to look at the whole building/district data as well as the individual student groups specifically. MiPHY data is also broken down by grade level, gender, ethnicity, and academics to offer insight into subgroups’ responses.

The MiPHY is now OPEN for the 2023-24 school year. For more information regarding the MiPHY, please go to the MiPHY Home page or email Nicole Kramer at kramern@michigan.gov.

The Leadership System Part 3

MI Kids Back on Track UpdateMi Kids Back on Track

On July 20th, Governor Whitmer signed into law Public Act 103, including funds for the MI Kids Back on Track program. 149.6 million dollars will be available to districts to support programs provided before, during, and after school or during the summer.

These funds are designed to address the following:

  • unfinished learning
  • get students to grade-level academic standards
  • provide additional academic assistance to students at risk of falling behind their peers or
  • help high school students prepare for postsecondary education

To be eligible, districts must develop plans that describe the evidence-based actions the district is taking to keep kids on track. The legislation also requires that plans developed for eligibility purposes be included in a district’s MICIP plan.

Therefore, these evidenced-based actions must take the form of strategies within a district’s MICIP plan.

These strategies should be tied to goals the district has already selected and must include activities that describe how the strategies will be implemented. A report will then be generated in the MICIP platform and uploaded into the 23g NexSys application.

The Michigan Department of Education (MDE) has identified a set of evidenced-based strategies as approvable for eligibility purposes:

  • If the focus is on keeping kids on track, the plan must select
    • tutoring and/or
    • expanded learning time as a strategy
  • If the plan focuses on helping high school students prepare for post-secondary education, the plan must identify one of the following strategies:
    • tutoring
    • expanded learning time
    • work-based learning experiences
    • career pathways
    • intensive, individualized support
    • personalized learning environments and/or
    • EWIMS

These strategies are in the strategy bank and can be found by using the keyword 23g. MAISA will provide StrategyBank support and vetted vendors to provide services.

In a recent memo, MDE identified $300 per non-proficient/partially proficient student on the math and ELA portions of 3-7 MSTEP, PSAT 8, and SAT as the minimum allocation for 23g if all districts apply and are deemed eligible.  The actual allocation will be determined once the application closes on October 31 and the list of eligible districts is compiled.

MDE has created a webpage where guidelines and other information will be posted as it becomes available.

Information will also be sent out through the MDE weekly communications, the MiCIP monthly communications, and various listservs. Districts and ISDs/RESAs interested in applying should consider completing this Intent to Apply form to receive updates directly.

Questions about this grant opportunity should be sent to MDE-23g-MiKids@michigan.gov.
